民國六十六年五項公職人員選舉之後，無黨籍人士日趨活躍，不但活動的次數不斷增加，活動的強度也節節升高。此一情勢演變到了民國六十七年底增額中央民意代表選舉的競選期間，更因言論尺度的放寬而達到了最高潮，無黨籍人士的各種言論也發揮到了最大的極限。
本文就是利用民國六十七年底競選期間無黨籍人士的宣傳品為研究資料，俾對這股反對勢力的言論傾向及反對策略作比較有系統的瞭解。
本文共分為六章。第一章說明了研究的動機在於瞭解無黨人士的言論與策略，並對內容分析的方法、研究設計的細節等加以敍述。
第二章則從社會動員和政治結構的觀點，對無黨籍人士言論形成的背景做一嘗試性的說明。本章的基本觀點是認為：近年來無黨籍人士之趨於活躍，與台灣地區三十年來的經濟發展和社會變遷有密切的關係，由於目前的政治結構未能適度調節因社會動員而升高的參與情緒，使這股新崛起的力量有一部分不再承認現存體制的合法性，而成了制度外的反對勢力，他們為了在社會上尋求廣泛的支持，不惜與政治邊緣團體相結合，使得原已激烈的言論更加尖刻。
第三章從政府的人事與政策、政治結構、社經結構、政治社群等四個反對的目標，分析無黨籍人士競選言論的內容，並根據他們所強調的主題，劃分為三種言論的類型：政治結構改革論、社經結構改革論以及政治社群懷疑論。然後利用方向矩陣，建立各言論類型的主題結構。
第四章討論無黨籍人士在競潠言論中所運用的策略，包括兩極對立及形象塑造的策略。兩極對立的策略又分為「二分社會群體」及「擴大信任差距」兩項，而形象塑造的策略則分別從「扭曲國民黨的形象」和「樹立無黨籍人士的自我形象」兩個層面來探討。經過頻數分析之後，以卡方檢定，發現策略的運用方式與三種言論類型的劃分相吻合。
第五章運用相伴分析的方法，分別建立政治結構改革論、社經結構改革論和政治社群懷疑論之言論內容與言論策略的關連結構，發現無黨籍人士都是從各自強調的主題出發，選擇其競選言論的策略，所以他們經常運用的策略往往與主題相互呼應。
第六章為結論，除了將研究發現扼要敍述之外，並對無黨籍人士的言論傾向作了一番檢討。
