自一九六○年以來，國際間學者對於戰後國際貨幣制度缺點所在及改革的方法，熱烈為文論之，至一九六九年基金通過特別提款權之創造止，可稱為第一階段的改革，其重點乃置於流動性方面。及至一九七一年八月十五日，美國停止美元的黃金兌換，顯示前一階段的改革實未真正消除根本的問題，有鑑於此，於是進行第二階段的改革。本文之研究乃自戰後之國際貨幣制度開始，對於此制之缺點所在、學者之論點、第一次的改革、崩潰的原因及第二階段的改革依次述之。
