我國工程保險已逾四十年的發展歷史，可說和工程保險協進會(EIA)聯營組織密不可分，EIA成立之目的即是辦理有關工程保險之研究及改進事宜，以聯營共保組織方式來提供會員公司核保、理賠、查勘等技術與經驗，並協助消化與分散風險，的確有很好的成果。
但近年工程保險市場的變化，因經濟不景氣及國家財政不佳，使公共工程的推動受阻，工程險業務大幅萎縮，各保險公司為維持適度的保費量的收入，非理性削價競爭成為最直接取得業務的手段，讓保費的下降更加大幅度。另外保險公司經營規模的擴大，也培養了自己的工程保險技術團隊，EIA原有的功能也逐漸被取代，經理之聯營組織業務減少，收入減少產生生存危機，遂以EIA為例，透過本研究分析，找出EIA聯營共保組織的功能再發揮為方向。
本論文研究探討方式，除文獻探討相關分散風險機制及再保險的理論與實務等外，另就相關市場之統計資料進行分析整理。再一個重點作EIA議題相關的實務訪談，確認研究主題分析的客觀性，加上筆者多年參與EIA執委會就近觀察心得，作出適當可行的未來運作架構建言，以對EIA在工程保險市場經營的藍海策略有所助益，是本篇論文提出的最主要目的。

Engineering Insurance has developed for more than 40 years in our country. It is inseparable from Engineering Insurance Association (EIA). The purpose of establishment of EIA is research and improvement of Engineering Insurance. EIA provide member companies with the technology and experience of underwriting, claims, and surveys by the reinsurance pool. In addition, it is the excellent result indeed to assist insurers in risks diversification.
However, there is a huge change in Taiwan engineering insurance market in recent years. The promotion of public works was impeded due to the depression of economy and the bad performance finance condition of the government, so the business of Engineering Insurance shrinks rapidly. Insurance companies irrationally price war to obtain the business in order to maintain enough incomes of the premium that leads to massively decline of the premium. Besides, insurance companies have own technological team of Engineering Insurance and the scale of operation become bigger so that the original function of EIA is replaced gradually. Because of the reduction of businesses and incomes as EIA, we hope to look for the new function of EIA through the analysis of this research.
Not only does the thesis research the function of risks diversification and the practice and theory of reinsurance, but it also analyze statistical data of the market. Moreover, it makes the appropriate and feasible operational framework in the future by author join the executive committee experience and practical interviews of relevant EIA issues to ensure objectivity of the topic. The purpose of this thesis is beneficial for EIA to operate the market of Engineering Insurance.
