本研究係以「聯合報」、「中國時報」、「中華日報」為對象，試圖用內容分析法，獲得有關七?年代中華民國政治體系發展情形的替代性知識。其內容大要如下：

第一章 緒論，主要敘述本研究的動機和目的，

第二章 政治發展的概念。首先列舉白魯恂( Lucian W. Pye)對各種政治發展定義的歸類；其次則就「結構」、「功能」的觀點來分析政治發展；最後從上述文獻中採取九個「政治發展症候」作為指標( index)，藉以衡量七?年代中華民國政治發展情形，並借用傑格賴比( H. J aguaribe) 對政治體「運作變項」和「參與獎項」的定義，嘗試涵蓋這九個「政治發展症候」。

第三章 問題與假設。以時間為自變項，假設九個「政治發展症候」都隨著時間的變遷而呈「正向」反應。

第四章 研究方法。界定分析對象、分析單元、分類單元，並進行資料處理、考驗研究的效度與信度。

第五章資料的分析與解釋。本研究以百分比來比較歷年各「政治發展症候」在「正向」、「負向」、「中性」上的表現情形；並以因素分析法，將九個「政治發展症候」歸納為「政治運作因素」 、「政治整合因素」、「政治動員因素」、「政治代表因素」一一這與傑格賴比對政治體「運作變項」及「參與變項」的界定，有些不同。

第六章 結論。敘述本文的主要發現，討論本文在研究上的若干問題，並對後續研究及政府提出建議。
