  • 臺北市是全臺交通最為繁忙的城市之一,推動交通安全教育評鑑行之有年,惟現行缺乏系統性深入的探討,因此,本研究從後設評鑑的角度進行探討,補足現有研究,去評估評鑑本身的品質與成效。為此本研究之目的主要以建構臺北市國民小學交通安全教育評鑑之後設評鑑標準、分析受評人員對各方案評鑑標準重要性認同及表現程度、探討不同背景之受評人員對方案評鑑標準重要性及表現程度差異。
    本研究先以文獻進行分析,並參考教育評鑑標準聯合委員會(簡稱JCSEE)所發行之方案評鑑標準,經由專家適切性分析後,建構出56項指標,透過重要性—表現程度之分析(IPA)回應本研究目的,依據研究之結果與分析,結論摘述如下:
    一、參考「JCSEE方案評鑑標準」建構臺北市國民小學交通安全教育評鑑之後設評鑑標準56項指標,本方法能全面性的探討評鑑之品質。
    二、本研究調查結果中以「可行性」標準類別最為重要,表現程度最佳為「適切性」。
    三、受訪人員認為最重要的指標為「訪視應有效率」;另最不重要的指標為「委託單位能委託『非利害關係人』進行外部後設評鑑」。
    四、受訪人員認為表現最好的指標為「訪視能確認受訪學校的優點並提供缺點改善建議」;表現最不好的指標為「主管機關能委託非利害關係人進行外部後設評鑑」。
    五、IPA分析發現,在行政減量及經費編列落入第四象限(優先改善區),顯示行政作業繁瑣與經費資源不足,是學校端感受最強烈的指標,主管機關需重視並正視此問題。
    六、不同背景變項「性別」、「工作職務」、「年齡」與「訪視學年度」在重要性與表現程度上,部分標準類別有顯著差異,表示不同背景的人員有不同的看法。
    綜上,透過資料分析與結論,提供主管機關、學校及未來研究之方向提供建議。


    Taipei City is one of the cities with the heaviest traffic in Taiwan. While The Traffic Safety Education Evaluation has been implemented for many years, there is currently a lack of systematic and in-depth investigation into its practices. Consequently, this study approaches the issue from the perspective of meta-evaluation to bridge the gap in existing literature and assess the quality and effectiveness of the evaluation itself. To this end, the primary objectives of this study are: to construct meta-evaluation standards for traffic safety education evaluation in Taipei elementary schools; to analyze the evaluatees' perceptions regarding the importance and performance levels of various program evaluation standards; and to explore the differences in these perceptions among evaluatees with different backgrounds.
    This study first conducted a literature review and referenced the Program Evaluation Standards published by the Joint Committee on Standards for Educational Evaluation (JCSEE). Following an expert validity analysis, a questionnaire comprising 56 indicators was constructed. Importance-Performance Analysis (IPA) was utilized to address the research objectives. Based on the research results and analysis, the conclusions are summarized as follows:
    1.Referencing the "JCSEE Program Evaluation Standards," 56 meta-evaluation indicators were established for traffic safety education evaluation in Taipei elementary schools. This approach allows for a comprehensive assessment of the evaluation's quality.
    2.The survey results indicate that the "Feasibility" standard is considered the most important, while the "Propriety" standard exhibits the best performance level.
    3.Respondents identified "Visitation should be efficient" as the most important indicator. Conversely, the least important indicator was "The commissioning unit can commission non-stakeholders to conduct external meta-evaluation."
    4.The indicator rated as having the best performance was "The visitation can confirm the school's strengths and provide suggestions for improvement." The worst-performing indicator was "The competent authority can commission non-stakeholders to conduct external meta-evaluation."
    5.The IPA analysis revealed that "reduction of administrative burden" and "budget allocation" fell into the fourth quadrant (Concentrate Here). This indicates that cumbersome administrative procedures and insufficient funding are the most critical issues felt by schools. Competent authorities must value and address these problems seriously.
    6.Regarding different background variables including "Gender," "Job Position," "Age," and "Visitation Academic Year," significant differences were found in certain standard categories concerning importance and performance levels, indicating that personnel with different backgrounds hold varying perspectives.
    In summary, based on the data analysis and conclusions, this study provides recommendations for competent authorities, schools, and future research directions.
