  • 國際資訊流通的不平衡現象,已在七十年代的國際論壇,掀起多次的討論高潮,而成為矚目的國際問題。

    是否國際資訊的流通,果如開發中國家政府所指控,已為幾個工業大國的國際新聞媒體所壟斷,且對於國際新聞的報導有嚴重的損及開發中國家的利益嗎?或者這些指控只是開發中國家向國際政壇要求國際地位及政治經濟發言權的一種表現呢?或者上述二種可能都有,而交織成七十年代的這場爭辯?問題已發現,這些涉入的國家如何面對這個問題,並加以解決呢?本文擬從以下途徑來分析研究這個問題:

    •第一章 先就本研究主題的各項名詞予以界定,以廓清所研究的範圍。

    •第二章 回顧開發中國家的歷史背景,包括對其社會經濟的背景介紹,目前的發展狀況,新聞事業的作法及常見的報業型態,從這些了解中以明白開發中國家對國際資訊流通何以會採取某種立場的內在條件。

    •第三章 探討國際資訊傳播不平衡的問題,包括國際資訊流通的肇因、現狀及國際資訊流通所引起的問題,國際組織對此問題的努力與國際傳播重要觀念的演變,從這些探討中以明瞭國際資訊流通的真實情況,及開發中與已開發國家對這問題的看法。

    •第四章 乃在發現開發中國家對傳播媒介所持的立場及作為,包括其所持的價值觀、態度及作法,由此可明白已開發國家對國際資訊流通現狀的反應態度及其採取各種作法的原因。

    •第五章 介紹開發中國家在平衡資訊流通上的一些積極作為,與被肯定的一些成就。

    •第六章 結論,乃就前五章的探析中,歸納分析出問題的真正癥結,並提出改善此問題的幾點建議。
