論文提要

一九四九年初，由於國民政府政治及軍事情勢的惡化，使得美國對華政策開始重估。基本上，美國認定國民政府無有效對抗中共的能力，中共統治中國恐將是遲早之事。因此美國對國府遂開始醞釀袖手之策，對於中共則思藉由政治接觸及貿易往來以降低雙方的敵意。在此情況之下，美國不但拒絕國民政府調處國共爭端的要求，援助的事宜更是未加以認真執行。

一九四九年八月，美國國務院發表對華關係白皮書，其目的一方面是替二次世界大戰後的美國對華政策辯護，以平息批評的聲浪，另一方面則是公開與國民政府劃清界限。惟美國與中共的接觸亦無具體結果，駐華大使司徒雷登雖在共軍佔領南京後與黃華等中共官員舉行會談，但在同時中共除了公開宣佈向蘇俄一面倒外，對於美國在中國的行動也多加以詆毀。中共的行動促使美國採取對抗的措施，除了考慮經濟制裁外，美國也阻止其他西方國家承認中共。對於國民政府的關閉海岸，美國雖以不合國際法的理由而未予承認，然因其對中共的對外貿易有影響，並可緩和共軍南下的速度，故雖然有美國商船遭到國軍炮擊，美國仍對關閉海岸予以默許。

一九五O年一月，中共已完全控制中國大陸，國民政府播遷至台灣。至此美國對國民政府完全執行袖手旁觀的政策。美國總統社魯門及國務卿艾契遜分別發表美國不介入台灣的聲明，並將台灣排除於美國西太平洋防線之外。五月初，國務院甚至警告美國僑民撤離台灣，以免在中共佔領台灣時遭到不測。在與中共關係方面，一九五O年一月中共沒收了美國在北平的財產，此舉使得美國決定撤離中國大陸，雙方的關係暫告終了。至於美國離間中蘇共的希望，則因中(共)蘇友好同盟互助條約的締結而深受打擊。

對於聯合國中國代表權問題，美國在一九四九年尚堅決反對中共代替國民政府出席安全理事會，而在一九五0年一月安理會討論此一問題時，美國雖仍投反對票，但美國改變過去的堅決態度，表示願意接受安理會內的多數決定。惟蘇俄排除國民政府的提案並未在安理會中通過，國民政府的席次獲得暫保，但在韓戰爆發前夕，美國並不積極支持國民政府在聯合國的席次。

戰後蘇俄的擴張，使得美國國內普遍產生反共的情緒。一九五O年初，麥加錫參議員指控美國政府內部窩藏共黨份子，國務院的對華政策也受到嚴厲的批評。為了應付來自內部的壓力，國務院內部人事因而局部改組，對於國民政府也提供了些微的援助。但美國並未因此而改變對國民政府的袖手政策。

就中美關係發展而言，韓戰爆發是極重要的分水嶺，在此之前，美國任由中國情勢自由的發展而不介入，亦即如艾契遜所言的:「等待塵埃落定」。在韓戰爆發之後，美國重新介人中國事務，鞏固台灣的防衛，中共對台灣的野心因而受挫。若無韓戰爆發，今日台海局勢或將是另一番景像。
