企業風險管理是二十一世紀企業和學術界的焦點。在全球經貿環境瞬息萬變與能源供應鏈高度不確定的背景下，企業營運正面臨多元且高度複雜的風險挑戰，包括日常營運中可能發生的突發事故、外部環境變動帶來的系統性衝擊，以及難以預測的「灰犀牛」與「黑天鵝」事件。要如何確保營運的穩定性、韌性與持續性，已成為現代企業治理的核心課題之一。企業風險管理強調以系統化與整合化的架構進行風險之辨識、分析與應對，使組織能在動盪環境下維持穩健與永續的營運表現。
風險管理的終極目標是減少企業營運過程中的風險，實現穩定營運與獲得營運效益，並與地球社會環境永續共存。近年來，COVID-19疫情、以哈戰爭、伊朗與中東衝突、烏俄戰爭、美中競爭、極端氣候等事件嚴重衝擊了全球。企業在管理可控風險時，可透過技術精進、制度優化及教育訓練等途徑進行預防性管控；而對於無法完全排除的風險，則需採取降低衝擊、保險移轉、分散布局及強化應變組織等策略，以確保在風險事件發生時仍能維持關鍵營運功能不中斷。
本研究採用文獻分析法（Document Analysis）和個案研究法（Case Study），通過風險辨識、分析和衡量，進行風險控制決策和執行。研究個案公司在海上作業的風險，同時參考分析近年我國海上及洩油事故案例事故經驗學習改善，以探討找出企業最適企業風險管理策略和方案。

Enterprise Risk Management （ERM） has become a central focus in both industry and academia. In the context of rapidly shifting global economic conditions and uncertainties in the energy supply chain, enterprises face increasingly complex risks, including operational accidents, systemic shocks from external changes, and unpredictable “gray rhino” and “black swan” events. Ensuring operational stability, resilience, and continuity has therefore become a critical issue in modern corporate governance. ERM provides a systematic and integrated framework for identifying, analyzing, and responding to risks, enabling organizations to maintain robust and sustainable operations under uncertainty.
The goal of risk management is to reduce operational risks, achieve stable performance, and promote sustainable coexistence with society and the environment. Recent global disruptions, such as the COVID-19 pandemic, geopolitical conflicts, and extreme climate events, have further highlighted the need for effective risk-response strategies. For controllable risks, companies may adopt technological improvements, system optimization, and training, while unavoidable risks require impact mitigation, insurance transfer, diversification, and stronger emergency response capabilities to ensure continuity of critical functions.
This study employs Document Analysis and the Case Study method to conduct risk identification, assessment, and control. Focusing on the case company’s offshore operations, and incorporating lessons learned from recent maritime and oil spill incidents in Taiwan, the research proposes suitable ERM strategies and recommendations for the company and offers insights for enterprises engaged in similar offshore activities.
