本文共分五章、十四節，第一章介紹「政治文化」的意義、研究方法、中國政治文化研究的趨勢以及本文的研究目的與途徑。第二章是從中國傳統的社會化和政治體系的運作來探討中國傳統的政治文化。第三章是探討中共所欲建立的新的政治文化，其內容為何，以及中共如何透過各種媒體以進行其政治社會化。第四章是探討中國大陸人民的政治文化，以及因代間、城鄉之差別而形成的次級文化。第五章總結中國政治文化的變遷情形，以及其對中共未來國家發展的影響。
