長期以來，資訊對經濟層面的影響，都被視為是陪襯的「趨勢因素」然而從Maclup (1962) 的研究開始，「資訊部門」成為主導經濟部門的呼聲，就在各先進國家響起. Shultz (1986) 甚至如此描敘一一

」現在工業化時代己將結束，在某些地方它已經過去。已開發世界中的美國及大部分自由國家已經看見資訊的時代正如何轉變我們的經濟。一世紀以前我們正發展中從農業走向工業；今天，我們仍保持農業與工業的生產，但是我們經濟的基礎正快速地由工業生產轉換為以資訊財貨與勞務生產為主。」

在經濟發展的過程中，我們從農業走向工業，令日的台灣是否也一如先進的國家，正由工業走向資訊部門為主導的經濟？在這個發展過程中，經濟發展與資訊部門究竟存怎樣的關聯？這正是本研究致力探討的焦點。

本研究利用對「資訊部門」的兩種定義取向一一一功能取向與機構取向，分析資訊部門與經濟發展的關聯，所使用的分析資料以行政院主計處所編列印行為主，研究時間因受限於資料分額的統整性，只能追溯到民國六十五年。

由於這是第一個對台灣這方面課題進行的本土研究，加上資料收集不易，所以分析上不敢做冒然推論，大體上仍停留在描敘研究的階段，更進一步的推論則有賴後續研究的努力!

基本上所得到的研究發現: 65-76年間的台灣經濟體質，一方面深受兩次石油的衝鐘，必須在產業型態上所轉型，以因應動盪的國濟經濟；另一方面台灣努力密集的輕工業，也面臨脫胎換骨的階段，因此從新竹的工業園區及資訊策進委員會成立，到「中華民國資訊工業部門十年計畫」(69~76 年)的頒佈，都說明此時期正

是台灣經濟的換檔期。

而以資訊生產、傳輸、分配及基礎資訊設備裝配為主的資訊部門，剛好趕上這班列車，在65一76 年間資訊部門的勞動人口穩定的成長，到了76 年以佔總勞動力的34.1%，居四大經濟部門之冠；另外從四個部門產出佔GDP 的比例來看，雖然這段期間資訊部門只增加三個百分點，卻是四個部門中增幅最多的，然而以總值來分析，工業部門在這段期間的平均百分比仍達45 %左右，所以基本而言，台灣目前仍是以工業部門為主的經濟型態。

另外，以年成長幅度來分析資訊部門與經濟發展的關聯時發現，此時期經濟發展與資訊部門的人力結構呈遞增的關聯；而與該部門的產出呈穩定的關係，至於背後的因果關係，卻需要進一步分析研究才能得之，這就有待後續研究的努力了!
