近年來，隨著美中競爭加劇，臺灣在國際政治中的戰略地位再度成為全球關注焦點。特別是在俄烏戰爭爆發後，「今日烏克蘭、明日臺灣」的論述頻繁出現，使臺灣安全議題更顯迫切。然而，若僅以衝突風險作為觀察角度，恐難以完整理解臺灣在當代國際結構中的真實處境。基於此，本研究旨在重新檢視美國於川普與拜登兩任政府時期的對臺政策，探討美國對臺灣在地緣政治與半導體產業上的依賴與需求，是否使美國在現階段更不容易拋下臺灣，進而在結構上提升臺灣的相對安全性。
本研究以馬漢海權論、摩根索國家利益理論為主要分析工具，輔以麥金德陸權理論與斯皮克曼邊緣理論作為補充，透過文獻分析與政策檢視，系統性分析臺灣在第一島鏈中的地緣戰略角色，以及以台積電為核心的半導體供應鏈在全球與美國國家安全中的關鍵地位。研究內容涵蓋臺灣地理位置的重要性、美國在西太平洋島鏈的戰略部署、臺灣半導體產業的發展與國際影響，並進一步比較川普與拜登兩任政府在對臺政策、軍售、法案與半導體布局上的異同。
研究發現顯示，無論川普或拜登政府，其對臺政策雖在風格與論述上有所差異，但在實質作為上皆呈現出對臺灣戰略重要性的高度重視。川普政府透過貿易戰與一系列友臺法案，提升臺灣在美中博弈中的戰略能見度；拜登政府則進一步將半導體納入國家安全與產業政策核心，透過《晶片與科學法案》及供應鏈重組，深化美國對臺灣半導體的依賴關係。從摩根索國家利益理論觀之，臺灣已被納入美國核心利益計算之中；若以馬漢海權論延伸觀察，臺灣不僅是第一島鏈的地緣樞紐，亦是支撐當代科技與軍事體系運作的「新型戰略通道」之關鍵節點。
綜合上述分析，本研究認為，美國對臺灣在地緣政治與半導體層面的依賴，確實在一定程度上限制了其拋下臺灣的政策空間，使臺灣相較過往具有較高的戰略價值與安全保障。然而，此種安全性並非絕對，而是建立於大國權力結構與國家利益計算之上的相對狀態。此一發現有助於重新理解當前臺美關係的實質內涵，並為未來臺灣安全與美國對臺政策研究提供重要的理論與實務參考。
