在中國的威權主義背景下,大型私人企業在製定環境政策方面發揮越來越大的作用。本論文透過對華為和比亞迪的比較研究,分析了環境遊說在中國可以採取的不同形式。在這種環境下,這些公司的影響策略是基於它們與中國共產黨的關係以及與中國共產黨目標的一致性。他們的環保承諾賦予了他們社會合法性和戰略優勢,但也引發了諸如漂綠和缺乏透明度等道德問題。這項研究揭示了中國國有企業與私人企業在中國環境治理方面的合作動態,並對這些公司的環境策略對公共政策的真正影響提出了質疑。
In China’s authoritarian context, large private companies are playing a growing role in shaping environmental policy. This thesis analyses the different forms that environmental lobbying can take in China through a comparative study of Huawei and “Build Your Dreams” (BYD). In this environment, the strategies of influence of these companies are based on their relationship with the Chinese Communist Party (CPP) and their alignment with its objectives. Their environmental commitments give them societal legitimacy and strategic advantages, but they also raise ethical issues such as greenwashing and a lack of transparency. This research sheds light on the dynamics of collaboration between the Chinese state and private companies regarding Chinese environmental governance, and calls into question the real impact of these companies’ environmental strategies on public policy.
