序言
際此核子時代，世人對於開創「一代的和平」，莫不寄予厚望。蘇聯的和平共存政策是否能導致一個和平時代呢？本文的目的，即在透過蘇聯對美國和平共存政策之研究，提供一些線索。基本上，目前的國際社會仍為兩極體系：一個受到蘇聯支配；另一個是受美國的支配。雖然有許多國家不屬於這兩大勢力範圍，但美蘇兩國對當前的國際體系仍足以產生深遠的影響。因此，本論文選擇美蘇關係為研究對象，乃希望藉此進一步瞭解當前的國際體系。
在國際關係上，和平共存這一種構想已有相當悠久的歷史。但是對於和平共存的解釋，卻因人因時而異。「和平」對世人的誘惑太大了。因此，西方人士寧願認為和平共存與他們的和解觀念一樣。但是蘇聯自己對於和平共存的解釋，則完全是另外一回事。本論文就是希望從蘇聯和平共存政策發展的背景與演變，來探討和平共存政策的意義及其運用的方式。一九六四年赫魯雪夫下台後，美處於不可挑戰的優勢地位。曾幾何時，一九六九年尼克森上台不久就表示談判代替對抗的時代已來臨，而蘇聯乃宣稱世界均勢的轉移有利於蘇聯。最後，尼克森總統在一九七二年訪問莫斯科，更表現出美國已放棄其世界性警察的角色而退居於純屬超級強國的地位。本論文係從蘇聯和平共存的理論與實際，來分析在這段期間美蘇關係的戲劇性變化。一九七二年為蘇聯與美國的關係帶來重大的突破，是美蘇關係中的轉捩點。它代表著冷戰的結束與新時代的開端，因此本論文將一九七二年作為終結。
本論文是以歷史事實的分析，來研究蘇聯以和平共存作為其外交政策的基本因素；並從和平共存的觀點來探求美蘇對抗的根源。和平共存既已成為美蘇關係之基本原則，作者期望經由此一論文的探討，能對蘇聯心目中和平共存的意義，作更深入的瞭解。但是作者在資料選擇及應用的過程中，自覺有一些語文上的困難。由於作者未曾修習俄文，因此對於俄文的原始資料無法引用。就研究蘇聯問題而言，這實在是一大缺憾。幸而在這一方面的英文著作與資料頗多，或許能彌補其不足。
有一點必須提出，即本論文中所稱「蘇聯」(Soviet Union )，乃「蘇維埃社會主義共和國聯邦」( Union of Soviet Socialist Republics, USSR)的簡稱，是指一九一七年俄國大革命後的共產黨政權而言。至於「蘇俄」( Soviet Russia )，乃「俄羅斯社會主義聯邦蘇維埃共和國」(Russian Socialist Federated Soviet Republic, RSFSR )的簡稱，是蘇聯中最大的一個共和國。惟通常所稱「俄國」(Russia)則泛指革命前的沙皇政權與革命後的蘇聯共黨政權而言。
本論文在研究及寫作過程中，承蒙關中教授悉心指導，得以完成全文，特在此致最深刻的感激。惟作者對於資料的選擇與應用尚不能自如，見解與立論或有不純熟之處，希望教授先進們不吝予以指教。
