  • 本論文探討中小國家如何在演算法地緣政治的條件下維繫其戰略可行性。本研究主張,數位主權不應理解為完全的控制,而應理解為在外部技術依賴下維持治理職能運作的能力。透過建構演算法地緣政治三元理論(Algorithmic Geopolitics Triadic Theory, AGTT)與二乘二能力矩陣,本論文比較台灣、新加坡與愛沙尼亞三個案例,指認出三條差異化的避險路徑:生產制約型避險、治理補償型避險,以及制度錨定型避險。本研究的結論是,在人工智慧與數位主權的時代,避險應被理解為一種依賴管理——在壓縮被迫扈從空間的同時,保留戰略調整的餘地。


    This dissertation examines how small and middle powers maintain strategic feasibility under algorithmic geopolitics. It argues that digital sovereignty should be understood not as complete control, but as governance operability under external technological dependence. By developing the Algorithmic Geopolitics Triadic Theory (AGTT) and a 2×2 capability matrix, the study compares Taiwan, Singapore, and Estonia. It identifies three differentiated hedging pathways: production-constrained hedging, governance-compensating hedging, and institution-anchored hedging. The dissertation concludes that hedging in the age of AI and digital sovereignty is best understood as dependency management: preserving room for strategic adjustment while compressing compelled bandwagoning.
