如果說霍布斯的整個思想像一座冰山，則其絕對主權論只是浮出水面、最引人注目的一部份而已，更重要的是用以支持主權理論的論理基礎。但這些基礎與絕對主權論之間的關係往往被人所忽略，以致有些學者只注意絕對主權論而聯想到現代的極權主義，另一些學者則過於強調論理基礎部份而稱霍布斯為自由主義或個人主義之父，甚或憲政自由民主的真正始祖。本研究的旨趣，並不在將霍布斯的思想劃歸何種主義，而在探討絕對的主權論與其論理基礎之間的關係，指出兩者並不完全一致。
霍布斯的論證模式――自然狀態、契約和國家（主權）三部曲――不但對Spinoza、Locke、Rousseau等思想家有顯著的影響，並且為主權理論提供了兩個論理基礎：1.建立主權的目的在獲得更大的利益，2.建立主權的方式基於人民的同意與授權。
先就建立主權的目的而言，依霍布斯的看法，秩序的有無是人們的欲求能否實現的充份條件，而秩序的有無則端賴政府的有無；他所說的自然狀態卽是無政府狀態，用以闡述為了達到功利目的，人類社會生活必需有主權。如就邏輯上而言，自然狀態的反面只是有主權（政府）的狀態，並不必堅持非有絕對的主權不可；霍布斯堅持凡主權都必須絕對而不受限制，很可能造成違反建立主權目的的情況。
次就建立主權的方式而言，霍布斯從自然狀態作直線式的推論，認為由自然狀態進入國家需經訂立政治契約的程序，而契約則說明了主權的起源及其合法性都基於人民的授權與同意。但授權與同意等槪念並不適於支持絕對主權論，並且，如將霍布斯的主權理論作合理的推演，並不能得出絕對而不受限制的主權。
從上述絕對主權論與其論理基礎的不一致性來看，霍布斯倡導絕對的主權論主要似是受到現實政治動亂的影響。
