在目前我國產業普遍面臨勞工短缺、匯率升值等不利的投資環境下，企業欲以產業昇級擺脫經營困境的最佳的方式，即是運由技術引進、整合、再發展為自有技術、以提昇本身基礎研究能力等過程，逐漸提昇技術水準，進而達成以技術進步強化競爭能力提昇經營績效以擺脫目前的困境。
本研究初期經由相關文獻探討、及對企業的深度訪談發現，技術接受者本身技術能力為影響我國企業技術引進績效最重要的關鍵因素，因此整合過去學者的研究，建立技術能力與技術引進績效相關之研究架構，選擇自民國七十五年至七十九年底，在經濟部投資審議委員會登錄之合作案件，並以該期間中佔我國技術引進項目31.6%的電子電機業為母體，實證企業技術能力與技術引進績效間之關
係，並分別探討引進技術特性、技術引進管理模式等中介變數對技術能力與引進績效間之影響。
本研究對企業技術能力的衡量，除了參照Sharif、及賴士葆的分類外、並舉行國內實務專家座談等綜合後，將技術能力區分為1 .經驗能力2. 經費能力3 .設備能力 4 .產出能力5 .資訊能力6. 管理談判能力;等六個衡量構面。 問時以分析層級法(A H P )獲得各衡量構面應有的權重，以此計算各別企業在技術引進前之技術能力。
本研究所使用的分析方法包括: 次數分配、單因子變異數分析、因素分析、集群分析、兩因子變異數分析、區別分析及交叉分析等。
本研究發現技術引進者之技術能力與引進:績效間之關係，同時發現當技術接受者技術能力不足時，應、如何依本身狀況，挑選合適的技術引進，或在引進過程中調整管理模式，以提昇技術引進績效。
