  • 面對氣候變遷,傳統高度仰賴灰色基礎設施之產業園區面臨考驗。生態防減災 (Eco-DRR) 強調以自然基盤作為調適基礎,已成為國際災害風險治理趨勢。為探討產業空間如何落實生態調適,本研究旨在建構適用於臺灣產業園區之Eco-DRR氣候韌性評估架構,並研擬空間差異化調適策略。
    本研究透過文獻回顧與模糊德爾菲法 (FDM),建構涵蓋生態效益、人類生活福祉、經濟可行性、社會參與災害韌性等5大構面及17項指標之評估架構;續以層級分析法 (AHP) 計算相對權重,並以經濟部轄下60處編定產業園區為實證對象,運用二階段集群分析法探討其生態災害韌性分類。
    實證結果發現,專家仍將園區之「災害韌性」與「經濟可行性」視為首要考量。代表產業空間在轉型過渡期中,Eco-DRR需建立於確保廠房營運安全之基礎上,確立其作為輔助減災工具的定位。其次,本研究透過集群分析將全臺園區歸納為四大韌性集群,並各自說明各園區集群之調適方向。
    綜上,本研究研擬因群制宜之跨層級Eco-DRR調適路徑,提供產業園區從被動工程防災轉向主動生態調適之策略參考,以期達成未來產業永續發展之目標。


    In the face of climate change, traditional industrial parks heavily reliant on gray infrastructure are confronting severe challenges. Ecosystem-based Disaster Risk Reduction (Eco-DRR), which emphasizes natural infrastructure as the basis for adaptation, has become a prominent international trend in risk governance. To explore how industrial spaces can implement ecological adaptation, this study aims to construct an Eco-DRR climate resilience assessment framework suitable for Taiwan's industrial parks and formulate spatially differentiated adaptation strategies.
    Through a literature review and the Fuzzy Delphi Method (FDM), this study constructed an assessment framework comprising 5 dimensions—Ecological Benefits, Human Well-being, Economic Feasibility, Social Participation, and Disaster Resilience—along with 17 indicators. Subsequently, the Analytic Hierarchy Process (AHP) was applied to calculate the relative weights of these indicators. Using 60 designated industrial parks under the Ministry of Economic Affairs as empirical subjects, a two-stage cluster analysis was utilized to explore their resilience classifications.
    Empirical results reveal that experts still consider "Disaster Resilience" and "Economic Feasibility" as the primary considerations for the parks. This indicates that during the transitional period of industrial spaces, Eco-DRR must be established on the foundation of ensuring the operational safety of facilities, confirming its pragmatic position as an auxiliary disaster reduction tool. Furthermore, through cluster analysis, this study categorized the industrial parks across Taiwan into four major resilience clusters and delineated specific adaptation directions for each.
    In conclusion, this study formulates cross-level, cluster-specific Eco-DRR adaptation pathways. These strategies provide a scientific reference for industrial parks to transition from passive engineering-based disaster prevention to proactive ecological adaptation, thereby achieving the ultimate goal of sustainable industrial development.
