觀察許多國家的發展經驗（如韓國、智利、巴西）可以證明公共部門在開發中國家扮演一個積極的領導角色；一方面公共投資（公共部門資本形成）增加透過對私人部門產品的需求而誘導出高水準的私人投資，另一方面開發中國家政府投資集中在社會基本建設佔有很大的比重，此種建設能降低私人的生產成本而提高私人部門的生產效率。但是若從另一個角度來看，基於經濟資源相對稀少性的限制，公共投資增加將和私人部門爭奪市場上的資源，則對私人投資產生不利的影響。台灣地區公共部門的規模十分龐大，因此探討公共投資對於誘導私人投資的正、負效果強度，在我國以公共投資作為穩定政策的考慮時確實有助於決策者政策的擬定。

所以，本文研究的主要目的在了解台灣地區的公共投資是否已發生排擠效果。在方法論上是以動態的投資、儲蓄和產出函數以連結公共投資影響私人投資的正、負兩種效果，然後利用台灣地區民國42年至70年的實際資料，以驗證且模擬公共投資對私人投資、儲蓄和產出的影響。

由本文對台灣地區的實證分析中，獲致了以下一般性的結論：台灣地區公共投資對私人投資存在立即的排擠效果，但此種排擠只是部份的，反映出公共投資對於產出和儲蓄正的效果，補償了總可用資源，而部份抵換了私人部門可利用資源的降低。由於我國公共投資負的排擠效果此正的刺激效果來的弱，致增加公共投資的長期乘數效果十分強，顯示我國公共投資仍舊是一個經濟政策有效的工具，而可用來當作一種穩定政策的工具。
