本論文訂名七十年代蘇聯在東亞的戰略利益，以「亞洲集體安全體系」為問題的焦點。希望經歷史性的追溯，及概念化的分析，對於蘇聯這一項戰略的源起、演化與未來發展，作理論上的評估，和方法上的驗證。
第一章，緒論，包括研究範圍、研究目的、研究方法、及資料評介。
第二章，係經由蘇聯戰後戰略思想的演變，東亞在蘇聯全球戰略中所扮演的角色，以及蘇聯在東亞地區所面臨的阻力等方面，對於七十年代蘇聯東亞戰略設計的基本構想作一鳥瞰。
第三章，係探討七十年代蘇聯在東亞的戰略利益，主要是集中在國家安全的考慮，戰略源的開發，海權地位的追尋，與「和平」映象的建立等四個子題上。希望能通過這項探討，對於蘇聯「亞洲集體安全體系」的背景有一個基本上的了解。
第四章，主題為「亞洲集體安全體系」觀念的建立。先分別就「赫魯雪夫時代的最早提出」，和「布里茲涅夫具體觀念的形成」這兩個子題，做歷史性的回溯．其次即對蘇聯的「集體安全」觀念作理論上的評估，以發現莫斯科決策者心目中的「亞洲集體安全體系」究竟何屬。最後再由各國的反應上，了解蘇聯推行此一戰略設計的困難，以發現克里姆林宮在實用主義作所採取的對策。
第五章，分別由以下四個子題：由歡迎中共到排斥中共；由軍事同盟到友好合作；由爭取印度半島到拉攏東南亞；由急切推展到長期迂迴，對「亞洲集體安全體系」的演化，做概念性的分析與理論性的解說。
第六章，係經由內容分析方法，以莫斯科華語廣播為樣本，測度蘇聯戰略推行上的反應，並進一步驗證前述章節的假設與推理。對於此項研究，筆者係基於以下的認知，即對於一項立意明顯，並且目標具體的訊息，在分析上，其優點與缺點，都在這項訊息的敏感性特質。由於這種敏感性頗能反應出訊息傳送者的態度，因此可以使分析者易於捉住重點；然而，也正由傳送者對於外在環境與情況的過度敏感，乃使得他很容易作誇張的表達。這種誇張的表達，如果只由分析者以一種簡單的方式去研究，則很可能會流於偏差，更何況共產集團最擅長於文字的遊獻，所以一種過於簡單的研究模式，會很容易使分析者墮入五里霧中。為此，筆者乃立意避免這種弊端，試著由三個步驟去作一種統合性的研究，希望能使其信度與效度達到最低的要求標準。
第七章，係以權力平衡理論為依據，探討「亞洲集體安全體系」的未來發展。首先對於權力平衡理論作一探討；其次，即分析蘇聯與美國「和解」的利益重疊及衝突；再次，即分析蘇聯之「集體安全」，與中共之「反霸權」的相互拒斥；最後，對「亞洲集體安全體系」的未來發展，作一原則性的評估。本章主要是以體系理論、博奕理論、衝突理論、和嚇阻理論為架構。
第八章，結論，綜合前述推理，評估蘇聯未來的選擇，及自由世界應採取之途徑。
