賽蒙（Herbert A. Simon）是二次大戰以來，美國社會科學界一位有名的學者。研究他的學說，有助於瞭解近三十年來美國社會科學研究方法論的發展趨向及爭論所在。
本論文之敘述，共分五章，約十萬字，各章要點如下；
第一章，從「組織與管理」這面向，概述美國學術研究的發展，然後導入其中一位重要人物，H•A•賽蒙的學說淵源，以明賽蒙學說的脈絡。
第二章，介紹賽蒙的研究方法論。從邏輯實証論的嚴格區分事實與價值起，談到行政學的科學的問題，科學語言問題，以及概念工具與理論建構問題。
第三章，介紹賽蒙的決策理論。從「理性（Rationality）概念出發，探討組織對個人決策的影晌，理性與效率，以及科技化對決策工具的影晌等。
第四章，介紹賽蒙的解決問題理論。這是第二次工業革命（即電腦革命）所帶來的一片新境界，也是賽蒙決策理論的更進一步深入。在這領域裡，從機器模擬人類思考的可能性，賽蒙發展了一套新的理論。本章自訊息處理系統、任務環境與問題空間以及個別的問題空間和程式的確定等，探討人類的解決問題。
第五章，結論。從賽蒙學說的歷史剖面中，對其加以深討、評價並提出撰者寫作期間的一些感想及建議。
