朝鮮半島長期以來被視為東北亞安全的不定時炸彈，而北韓的核武研發更是此議題的熱點，本文將著眼於時間軸與地緣政治觀點，一方面探討2002年到2007年間，北韓的核武研發進程，及其對東北亞安全所造成的影響；另一方面深入研究南韓、中共、俄羅斯、日本以及美國等國，對北韓核武研發的因應與對策，並進而討論東北亞地區成立共同安全機制的可能性。
