自二次大戰後，在美國歷任國務卿中鮮有人其地位能與季辛吉相比擬。他也是少數能將個人世界觀帶入國際世務中的一位。自一九六九年他被任為尼克森總統的安全顧問後，他與尼克森的關係似乎像生物學上所謂的共生（symbiotic）現象；尼克森提供行政上的權力，而季辛吉則發展外交策略並予執行。尼克森曾說：「假如沒有季辛吉我真不敢想像這個政府會變成什麼樣子。」足見，季辛吉對當時美國外交所具的重要性。他的一舉一動成為報章雜誌爭相報導的素材，他的政策也就有牽一髮而動全局之勢。其風雲際會，並未因他的卸職而消失。今日美國報紙、雜誌亦常刊載季辛吉的言論，他也常成為白宮的貴賓。他的「和解政策」，在美蘇關係中方興未艾，因此，季辛吉的旋風於今尚存。
坊間討論季辛吉和解政策的書册、文章可謂不計其數。唯這些作品都只注意到他任職尼克森政府以後的作為。很少人認為應該研究他過去的作品。以致於論者的見解往往捉風捕影將季辛吉描述成為一個不可想像的人物。事實上，從季辛吉過去公開發表過的意見，他的專長應在核子戰略與外交間的關係，而和解最具體的表徵卽為「限武談判」。所以，要了解季辛吉的和解政策不得不了解他的戰略思想；要了解他何以冒險與敵對國家改善關係，不得不了解當代核子權力對國家外交政策的衝擊；要了解他何以改變與盟邦關係，也就不得不清楚他對核子戰略影響同盟本質的認識。
本論文的動機發乎：核子武器的來臨對國際政治有何影響？及在此影響下，國際體系的角色（Actors）間的互動模式（pattern of reaction）應作怎樣的調整。冷戰期間，可清楚的發現，美、蘇為首的兩陣營間，皆從事發展核子武器來影響對方企圖，並提昇本身的政治威望。此時維繫體系運行的規則就是美國片面的嚇阻努力。但到一九六○年代末期，美蘇戰略呈所謂「對等」（parity）關係，使此項片面嚇阻的規則進而企求相互嚇阻的穩定。這卽是季辛吉戰略思想的極致，也是他策略運用的目的。
而本論文的目的，在試圖解答季辛吉的戰略與其策略間的關係；何以季辛吉要以和解代替對抗？試圖了解季辛吉何以認為美、蘇間係除和解外，別無抉擇途徑？並了解和解所面臨的困難。
本文共分五章，除結論外，尚分十二節。第一章探討本文中所使用的「戰略」槪念及季辛吉戰略思想的目標。第二章陳述季辛吉對核子權力的看法。他認為核子權力因其所具殺傷威力的巨大，使人們使用它的意志愈猶豫，而形成所謂的權力過剩現象。本章所述，從權力本質的蛻變，論及季辛吉如何在此蛻變中尋求巧妙的運用。第三章敍述季辛吉尋求與敵對國家軍事縮減的目的，及其達到此目標的策略。此種策略表現在其「聯鎖外交」觀念中，其中包括美蘇對危機的管理，及季辛吉如何運用與中共改善關係來誘使蘇聯履行和解政策。第四章討論核子武器加諸同盟關係後的質變，並略述季辛吉心目中的同盟思想。在結論中，對本文作了總結，並提出個人淺見。
本文自題目的斟酌，資料的收集、內容結構的安排至全稿付梓，其間所遭遇的問題與困難，可謂「飲水冷暖自知」。幸賴指導教授張京育博士從中開導，並在百忙之中抽空與筆者商討其間細節，指點迷津，使筆者對原不太熟悉的理論與原則更臻成熟，而得順利完稿。完稿後，又得他仔細批閱，不論在文字的修改，措詞用語的潤飾，皆令筆者有豁然開朗之感。而 關中教授教學間觀念的啟迪及惠借資料更令筆者獲益匪淺。在此，特向兩位恩師致最高謝意。其次，李浩文、蔡安妮、魏葛蘭、丁永康、江振昌、李定遠……等諸位同學代為搜尋所需資料及惠借書籍，使本文減少遺珠之憾；加上研究所班上同學的鼓勵與關注，始能使本文順利完成，謹致以最誠摯的謝忱。
