本文係基於對公共組織現象的研究與趣，以及對警察組織體制的高度關懷，採制度的研究途徑，企圖探索警察組織設計的模式，並以此模式比較各國警察組織之類型，以及檢討我國過去與現行警察組織制度之運作情形，最後提出我國未來警察組織發展之建議事項。本論文採用的研究方法有文獻探討法、訪問調查法及問卷調查法等。

制度模型學派認為組織最重要的環境要素是無形的信仰（intangible beliefs），此種信仰規範了組織應如何建構其形式。其基本假定是視組織為制度系統（institutional system）的一部分，組織的信仰必須與制度的信仰同類型，組織才能生存下去。此學派係肇始於一九七七年的J. Meyer和B. Rowan兩人在美國社會學期刊（American Journal of Sociology）合發表一篇名為〝Institutionalized Organizations: Formal Structure as Myth and Ceremony〞的文章。此後以社會學為基礎的制度論（institutionalism）蓬勃發展，對社會、政治與經濟性的組織提供了新的分析架構與分析單元—制度（institution），並對組織與環境的互動關係的詮釋比開放系統理論或結構功能理論還要詳盡與周延。

所謂「制度」，係指人類心智所建構的一套一致遵循的正式或非正的規範系統，用以約束個體之間重覆發生的互動行。本研究係採制度的觀點，認為警察組織的制度環境對警察組織的設計有極大的影響力。至於其影響的機制為何？制度論認為：制度環境加諸組織結構的影響，是以「制度的同型化」（institutional isomorphism）作用來解釋。所謂制度的同型化，乃指在同一個制度環境中或同性質的制度環境中的各個組織，其組織結構與運作會愈來愈趨向一致的過程。亦即同一個組識領域的各個組織，由於面對同樣的制度環境，所以其結構與活動會因同型化的結果，而漸趨一致。具體言之，依據DiMaggio與Powell（1983：150-154）兩人的觀點，制度環境是透過強制性的（coerecive）、模仿性的（mimetic）及規範性的（normative）三種機制，對組織進行制度的同型化，因而影響組織的結構與運作。

但是，當組織具有二種以上的衝突性目標，以及當組織面臨多元制度環所加諸的衝突性目標，以及當組織面臨多元制度環境所加諸衝突性要求時，組織易陷入兩難的困境。組織為求存活，自當對其環境作出必要的回應。根據Oliver（1991：145-179）的研究認為，組織回應環境的策略有五種：包括默從（acquiescence）、妥協（compromise）、逃避（avoidance）、抗拒（defiance）及操縱（manipulation）等。

警察組織既需遵循制度環境的價值規範，則其結構與活動必然受該套價值規範所影響。究竟有那些價值規範會影響一個警察組織的結構與運作呢？本研究綜合Bayley（1985：64-73）及Wilson（1978：233）等人的看法，得到三個顯著影響警察組織結構的環境因素：一為政治體制：究係實施民主政治或威權政治？，二為政府集權程度：政府地方分權或中央集權？，三為治安情勢：治安良好或治安惡化？依據上述警察組織的制度環境因素，檢視不同國家的警察組織，可分為下列三種類型。

1、「政治民主，行政分權」型：如美國，

2、「政治民主，行政集權」型：如日本，

3、「政治威權，行政集權」型：如中央。

至於警察組織設計的具體內涵，主要係涵蓋三個主要的課題：一是警察組織的策略面，二是警察組織的結構面，以及警察組織的協調面等。此三者環環相扣，相輔相成，建構出警察組織靜態面的形體結構及動態面的運作模式。

從我國警察組織之過去沿革與未來發展而言，係深受我國的政治、行政及治安等環境因素所加諸之影響，此實證上的分析與本研究的理論架構相當一致，足見本研究的理論架構具有高度的解釋力。
