習近平執政以來，眾多面向均異於歷任中共領導人，他所強調的是一套制度化與集權並行的新模式，亦影響了對台統戰策略。因此，本文主張：習近平運用具制度性集權化特徵的「頂層設計」進行對台決策，將權力向上集中，以中央地方一體化的形式推展對台政策。期望於台灣問題上建功立業，墊高其歷史地位。為驗證本文論點，提出以下兩個研究問題：第一，習近平時代的對台統戰策略是什麼？第二，習近平與胡錦濤時代相比，統戰策略如何變化？為回答上述問題，本文透過決策模式、整體政策、主要對台統戰協調和執行組織，以及領導人歷年涉台講話等面向進行分析。本研究屬個案研究，在資料蒐集與分析上，採用內容分析法、歷史分析法和文字探勘法。透過上述方法建立本文之研究基礎，並進行後續研析工作。研究發現，習近平高度重視對台統戰，在其任內改變了統戰的形式，並提升了決策層級。在對台統戰上，導入強調制度性集權的「頂層設計」模式，藉制度強化個人權力，使其意志得以貫徹於對台統戰事務。整體思維上，視台灣問題為民族復興的關鍵環節。相較於胡錦濤，習近平更重視對台統戰。為此，更積極地想掌控對台主導權，不再走「寄希望於台灣人民」的路線。

Since Xi Jinping took office, many aspects of his governance have differed from previous CCP leaders. He has emphasized a new model of parallel institutionalization and centralization, and this has also influenced the united front strategy toward Taiwan. This paper argues that Xi Jinping utilizes “top-level design,” characterized by institutional centralization, to make decisions on Taiwan affairs. By consolidating power and promoting Taiwan policy through an integrated central-local framework, he seeks to secure achievements on the Taiwan issue and elevate his historical standing. To verify this argument, the study proposes two research questions: (1) What is the united front strategy toward Taiwan under Xi Jinping? (2) Compared with the Hu Jintao era, how has this strategy changed in the Xi Jinping era? To answer these questions, this paper analyzes various dimensions, including decision-making models, overall policies, major coordination and execution organizations for united front work toward Taiwan, and speeches by top leaders on Taiwan over the years. This research adopts a case study approach and employs content analysis, historical analysis, and text mining for data collection and analysis. The research shows that Xi Jinping places great importance on united front work toward Taiwan. During his tenure, he has reshaped the form of the united front and elevated the decision-making level. He introduced a “top-level design” model that emphasizes institutional centralization, using institutions to reinforce personal power so that his will can be fully implemented in Taiwan-related united front affairs. He regards the Taiwan issue as a key component of national rejuvenation. Compared with Hu Jintao, Xi Jinping places greater emphasis on Taiwan-related united front work and seeks to take the leading role in Taiwan policy, no longer pursuing the strategy of “placing hopes on the people of Taiwan.”
