在現今資訊社會，圖書館存在的價值為何?在有限的人事及經費下，如何走出自己的道路?直到研究者偶然間讀到一句話，「圖書館因其歷史脈絡，都有可發展特色館藏的空間」。這似乎是小館的破局之處，也是圖書館可以重建價值的契機點。因此研究者以「特色館藏」作為研究課題並探討館藏發展政策下，特色館藏規範，並透過特色館藏建置過程，研擬特色館藏發展政策。因此具體研究目的有三點：（1）探討特色館藏的定義、分類及功能。（2）調查我國圖書館特色館藏規劃、建置及管理模式，並找出特色館藏發展政策的要件。（3）探討建立特色館藏發展政策對圖書館的價值與影響。
本研究方法為「個案研究法」及「深度訪談法」。先透過前者初探研究場域背景後，以「深度訪談法」，先分析受訪館的館藏發展政策，後探討特色館藏建置過程及管理現況，從中挖掘擬定特色館藏發展政策的要件及特色館藏發展政策對圖書館的價值與影響。
本研究個案為同時具有「館藏發展政策」及「特色館藏」或「館藏特色」之圖書館，共有9間圖書館，計18位受訪者分享實務經驗。
本研究結果有四點：（1）特色館藏之意涵與分類：從「稀有性」走向「專業化」。（2）特色館藏之規劃、建置與管理現況：實務與政策的落差。（3）特色館藏發展政策之核心要件：使命、範圍、保存與評量。（4）特色館藏發展政策之價值與影響：從被動保存到主動推廣。
最後，本研究建議有三點：（1）建構微型化與專門化的「特色館藏發展政策」。（2）建立預算保障機制。（3）建立特藏的社會影響力指標。

In today's information society, what is the value of a library's existence, and how can libraries forge their own path despite limited personnel and funding? The researcher happened upon the idea that "due to their historical contexts, all libraries have the potential to develop special collections," which appears to be a breakthrough for small libraries and an opportunity to reconstruct their value; therefore, this study uses "special collections" as a research topic to explore regulations within collection development policies and formulate a development policy through the construction process. The specific research objectives are: (1) to explore the definition, classification, and functions of special collections; (2) to investigate the planning, construction, and management models of special collections in Taiwan’s libraries and identify the essential elements for a special collection development policy ; and (3) to examine the value and impact of establishing a special collection development policy on libraries.
This study employs the "Case Study " and "In-depth Interview," first exploring the research background through case studies before using in-depth interviews to analyze the collection development policies of the interviewed libraries and investigate the construction and management of their special collections to uncover the essential policy elements and their institutional impact.
The research cases consist of nine libraries that possess both a "collection development policy" and "special collections" or "collection characteristics," with a total of 18 interviewees sharing their practical experiences.
The research results indicate that: (1) the meaning and classification of special collections: from "rarity" to "specialization."; (2) the current state of planning, development, and management of special collections: the gap between practice and policy; (3) core elements of a special collection development policy: mission, scope, preservation, and evaluation ; and (4) the value and impact of special collection development policies: from passive preservation to proactive promotion.
Finally, this study provides two recommendations: (1) constructing "micro" and "specialized" collection development policies for special collections ; (2) establishing budgetary guarantee mechanisms ; and (3) establishing social impact indicators for special collections.
