本論文探討貝里斯與中華民國(台灣)及古巴之間在衛生外交與醫療援助領域的獨特雙邊關係,並分析這些合作模式對貝里斯公共衛生體系與健康成果的實質影響。台灣與古巴在過去三十餘年間,分別與貝里斯建立穩定且持續的醫療合作關係,展現出中小型國家如何透過健康援助與軟實力實踐其外交策略。本研究為首度將台灣與古巴在貝里斯的醫療合作進行系統性比較,填補了國際衛生外交領域中對中美洲小國多邊衛生援助研究的學術空白。
研究特別著眼於兩種合作模式的特性與差異。台灣主要透過其國際合作發展基金會(ICDF)推動技術導向與能力建構型的健康計畫,包括慢性病防治、醫療人員培訓與公共衛生制度現代化;而古巴則以其醫療旅團(Cuban Medical Brigade)派遣基層醫師至貝里斯,強調社區導向的預防性照護服務。透過比較分析,本研究指出這兩者互補性如何促進貝里斯醫療可近性、醫療品質與系統韌性。
本研究亦以聯合國永續發展目標第3項(SDG 3)—「確保各年齡層人們的健康生活及促進福祉」為理論基礎,探討健康外交如何在提升全球健康安全的同時,也作為小國提升國際能見度與外交自主性的工具。最終,本研究認為,台灣與古巴對貝里斯的衛生援助不僅具有人道價值,亦展現出衛生外交作為軟實力與策略外交融合之可能性,為小型發展中國家如何透過多邊醫療合作強化其健康體系與外交定位提供重要啟示。
Health Diplomacy and Aid: A study of Belize’s Engagement with Taiwan and Cuba
This thesis investigated Belize’s unique diplomatic relationships with the Republic of China (Taiwan) and the Republic of Cuba, which have each independently engaged with Belize for over three decades through separate health diplomacy and bilateral health aid initiatives. Notably, this is the first study to assess the health collaboration between the two-cooperation addressing a significant gap in academic literature. It examines how these partnerships influence Belize’s health outcomes and healthcare system, with particular attention to the advantages and challenges they present. By comparatively analyzing Taiwan’s capacity-building and technology-driven initiatives alongside Cuba’s community-centered medical missions, the research provides new insights into how their divergent approaches complement each other and affect healthcare accessibility, quality, and system strengthening. Grounded in the framework of Sustainable Development Goal (SDG) 3—ensuring healthy lives and promoting wellbeing for all—this study explores how health diplomacy serves both humanitarian objectives and strategic foreign policy interests. Using qualitative methodologies, including in-depth interviews with key stakeholders from Belize’s Diplomatic Corps, the Belize’s Ministry of Health & Wellness, Taiwan’s International Cooperation Development Fund (ICDF), Taiwan Medical Corps, and Cuban medical professionals experienced in Cuba’s healthcare system, the research offers empirical insights into the implementation, effects, and sustainability of these health collaborations.
