對外援助(foreign aid)是一項在現實與理想之間拉鋸，深具爭議性的政策工具，可為學術研究帶來挑戰性。對外援助多從理論面或個別國家研究，殊少採比較研究設計。筆者對世界前兩大援助國美日的外援政策實施系統性比較，採用比較外交政策大師羅斯諾(James N. Rosenau)所述“從事外交政策的比較分析首須建立比較的標準，並賦予二分的(dichotomous)次變化，方能起碼地比較與推論某一現象的存在或不存在”的方法。本論文觀察與比較的標的包括：國際因素、內在動機、決策設計、援助類型、對象選擇等五種變項。首先推論美日外援政策的型態與取向；次則歸納其異同性；再運用「援外分佈理論」解釋差異原因；進而驗證美日外援政策型態命題之精確性；最後，並以建立外援政策型態的評估模式為本論文之預期成果。
在國際因素與內在動機方面，美日外援政策具有相似性。美國基於冷戰終結與911事件因素的刺激，對外援政策分別做出冷卻或強化的決定，係屬於一種自主的性質，甚至影響到絕大多數的援助國隨美國調整外援政策。冷戰終結與911事件因素引起的外部衝擊，並未使日本的外援額度隨國際主流趨勢增減，甚至採行的是一種相反的政策。美國在跨世紀階段的政策文件及數據，顯示秉持運用外援達成政經外交目標的動機，具有工具性質。日本則反應出從強調獲取經貿利得的動機，轉向運用外援配合追求政治戰略目標，亦屬工具性質。美國外交部門在外援決策具主導性；日本在2001年省廳改制後，外務省成為外援協調與決策的權責機構，但短期內不易排除財經系統既存影響力。美國傾向雙邊外援與高贈與比例，透過外援來達成政經外交目標；日本傾向雙邊外援與低贈與比例，塑造對稱互惠的雙邊環境，在經貿利益上不願過度讓步。美國外援地理分佈具有全球均衡與彈性選擇的特質；日本則具集中亞洲的區域慣性，無法顯現出全球性的均衡格局。
由於日本在決策設計上的變革，加上與政治議題連結的傾向，日本外援政策的本質極可能在數年內產生較大變化，有待追蹤瞭解。反觀美國，各種國內外因素將使其外援政策型態較具有持續性與穩定性。從研究成果顯示，本論文之推論與比較模式，對於評估兩援助國外援政策型態的取向，具有一定程度的可行性；應有助於對其他援助國外援政策型態的觀察、比較與認識。
