隨著中國國際影響力的提升，其外交行為逐漸由傳統「不干涉內政」原則轉向更積極的國際參與。特使制度作為兼具政治象徵性與制度彈性的外交工具，成為中國參與區域衝突與國際議題的重要機制之一。然而，相較於對中國領導人外交與整體外交戰略的豐富研究，學界對中國特使的分析仍相對不足。因此，本研究旨在探討中國特使外交的設計邏輯與行動特徵，並比較其在不同區域中的差異。本研究區分為熱點地區的中東和非洲、非熱點地區的太平洋島國與拉丁美洲為分析對象，並在現實主義、建構主義與關係平衡理論之分析架構下，檢驗不同理論對中國特使行動的解釋力。透過整理中國特使之出訪紀錄、政策文本、官方聲明與區域互動資料，觀察特使出訪頻率、介入方式、議題設定與關係延續性等面向。研究發現，三個理論在不同區域可解釋的空間存在差異：現實主義可部分解釋中國特使在戰略利益高度集中的區域投入較多外交資源，但無法充分說明其在斡旋過程中所展現的自我節制與避免主導行為。建構主義則有助於理解中國在衝突議題中透過和平敘事與「負責任大國」角色建構形象，但其解釋具有高度情境依附性，顯示此非特使的任務重心。相較之下，關係平衡理論較能捕捉中國特使在不同區域中展現的共通行為模式，即持續投入、避免強勢主導，並重視關係延續與互動穩定性。本研究因此提出「關係導向型特使」之概念，作為理解中國特使外交行動邏輯的補充框架。本研究在理論層面上，整合三種國際關係理論以比較其解釋力，補充既有中國外交研究之不足。在實證層面上，透過跨區域比較揭示中國特使在熱點與非熱點區域之行為差異與共通性。政策層面上，本研究指出特使制度為中國在大國競逐環境下維持外交彈性與風險控管的重要工具，並對區域秩序與台灣外交策略提出相關啟示。

As China’s international influence has expanded, its foreign policy has gradually shifted from the traditional principle of non-interference toward more active engagement in global and regional affairs. The special envoy mechanism, combining political symbolism with institutional flexibility, has become an important instrument through which China participates in regional conflicts and international issues. However, compared to the extensive scholarship on Chinese leadership diplomacy and overall grand strategy, systematic analyses of China’s special envoys remain limited. This study therefore examines the logic and behavioral patterns of China’s special envoy diplomacy and compares its variation across different regions.
The research distinguishes between hotspot regions, the Middle East and Africa, and non-hotspot regions, the Pacific Island countries and Latin America. It evaluates the explanatory power of realism, constructivism, and the Balance of Relationships (BoR) theory in accounting for China’s special envoy behavior. Drawing on envoy visit records, policy documents, official statements, and regional interaction data, the study analyzes patterns of visit frequency, modes of engagement, issue framing, and relational continuity.
The findings indicate that the explanatory scope of the three theories varies across regions. Realism partially accounts for the allocation of greater diplomatic resources to areas with concentrated strategic interests, yet it cannot fully explain China’s self-restraint and its avoidance of dominant mediation roles in conflict settings. Constructivism helps illuminate China’s efforts to construct the image of a “responsible major power” through peace-oriented narratives; however, such image-building appears highly context-dependent and does not constitute the central mission of special envoys. In contrast, BoR more effectively captures the consistent behavioral pattern observed across regions—namely sustained engagement, avoidance of assertive leadership, and an emphasis on relational continuity and interactional stability. Based on these findings, this study proposes the concept of the “relationship-oriented envoy” as a supplementary analytical framework for understanding the logic of China’s special envoy diplomacy.
