  • 以土地經濟分析之觀點,資本化效果被定義為任何增加或減少房地未來收益屬性的變動,都將增加或減少房地權益價值。就影響因素不同,大致可分為正面及負面資本化效果;而就影響範圍區分,又可分為內部及外部資本化效果。

    本研究首先以「淨現值」及「效用最大化」之理念,建立資本化效果之理論模型。接著在實証上,以台北市全區為範圍,擴充過去單年之橫斷面分析,以民國七十五年七月一日至八十年六月三十日之房地移轉個體資料,藉由典型相關分析整合多項地方公共設施之效益權重,排除可能的共線性關係;再透過BOX-COX轉換模式尋求適當函數型態以及二階段最小平方法消除房地價與土地稅間之同步誤差問題。由此分別進行分年橫斷面、時間趨勢面及新舊發展區之資本化效果分析。

    結果發現,分年橫斷面之資本化效果呈現不穩定現象,時間趨勢面則呈現出較穩定的資本化效果,而且新舊發展區間之資本化效果有差異現象。此外,以內湖垃圾焚化廠設置為個案研究對象,驗証嫌惡性設施之負面資本化效果。最後將研究結果應用於土地政策上之探討,並提出政策上之建議。
