有鑒於一般討論民營化的理論文獻多著重在純粹公營廠商轉型為純粹民營廠商後的福利分析，本文在開放市場下引進混合型企業的概念，允許部份民營化( partial privatization )，由公民營廠商追求目標不同的角度來探討政府所應採取的最適民營化政策後，得到以下結果： (1)市場競爭程度越高，最適民營化程度越高；(2)國內民營廠商相對於國外廠商家數越多，最適民營化程度越高；(3)若政府與官股持有者議價後決定最適民營化政策，則民營化程度將隨政府議價能力的強度而降低。除了證明以本國福利的觀點出發，在寡佔市場結構之下，部份民營化的方式優於純粹民營或純粹公營政策，本文亦在加入策略性貿易政策後發現，無論是生產補貼與進口關稅的實施，均有助於最適民營化程度的提升。
