  • 跨境原住民族知識合作日益促使大學、研究人員、教育工作者、原住民族組織與社群共同推動知識交流、研究及能力建構。然而,協作網絡的建立並不必然保證參與、關係與共同工作能夠跨越制度變動及不同資助週期而持續發展。本研究運用行動者網絡理論及卡隆的轉譯框架,分析台灣-菲律賓原住民族知識、在地知識與永續研究中心(Center for Taiwan–Philippines Indigenous Knowledge, Local Knowledge, and Sustainable Studies, CTPILS)在三個資助階段中的發展。作為一項質性個案研究,本研究以計畫文件、個別訪談、團體訪談資料,以及在台灣與菲律賓相關活動中取得的觀察資料為基礎。透過檢視大學、研究人員、原住民族組織、教師、社群、資助安排、行政程序與計畫活動如何被連結起來,本研究評估該網絡如何推進其目標,以及合作關係如何隨時間被維持、調整或削弱。
    本研究追蹤行動者如何被納入網絡、角色與責任如何經由協商而形成,以及CTPILS在經歷兩個國家科學及技術委員會資助週期與資助結束後的轉型階段時,其關係如何發生變化。研究結果顯示,該中心為跨境知識交流、研究、教師培訓、社群參與及教育材料的發展創造了機會。同時,不同行動者與不同階段之間,參與的強度與持續性並不一致。既有關係與關鍵中介者支持了網絡的擴展與協調,而資助、行政、溝通及機構參與方面的變化,則影響了協作活動與成果如何得以延續。


    Cross-border Indigenous knowledge collaborations have increasingly brought universities, researchers, educators, Indigenous organizations, and communities together to support knowledge exchange, research, and capacity building. However, the creation of a collaborative network does not necessarily ensure that participation, relationships, and shared work will continue across institutional changes and funding cycles. This research analyzes the development of the Center for Taiwan–Philippines Indigenous Knowledge, Local Knowledge, and Sustainable Studies (CTPILS) across three funding periods using Actor–Network Theory and Callon’s framework of translation. As a qualitative case study, it draws on project documents, interviews, group interview materials, and observations from activities conducted in Taiwan and the Philippines. By looking at how universities, researchers, Indigenous organizations, teachers, communities, funding arrangements, administrative procedures, and project activities were brought into relation, the study evaluates how the network pursued its goals and how collaboration was maintained, adjusted, or weakened over time.
    The analysis traces how actors were enrolled, how roles and responsibilities were negotiated, and how relationships changed as CTPILS moved through two National Science and Technology Council funding cycles and a post-funding transition. The findings indicate that the center created opportunities for cross-border knowledge exchange, research, teacher training, community engagement, and the development of educational materials. At the same time, the strength and continuity of participation varied across actors and periods. Existing relationships and key brokers supported the expansion and coordination of the network, while changes in funding, administration, communication, and institutional participation shaped how collaborative activities and outputs were carried forward.
