本論文旨在分析日本自第二次安倍晉三政府至岸田文雄政府期間，其對東南亞外交政策的發展與轉變。研究聚焦於自由且開放的印度太平洋（FOIP），探討日本如何運用政府開發援助（ODA）、外國直接投資（FDI），以及新近推出的政府安全保障能力強化支援（OSA）等多元政策工具，深化與東南亞國家在經濟合作、海上安全夥伴關係與區域秩序建構上的互動。

本研究首先比較安倍、菅義偉與岸田文雄三位首相在東南亞政策上的延續與調整，並分析2022年新版《國家安全保障戰略》（NSS）等關鍵政策文件對日本對外戰略定位的影響。其次，論文檢視外務省、經濟產業省、防衛省及海上保安廳，關鍵行政機構在FOIP架構下的職能分工與協調機制，說明日本如何透過跨機構協作來推動對東南亞更具整合性的外交實踐。

本研究旨在提供一個系統化的分析視角，以評估日本對東南亞外交政策的戰略穩定性、制度化程度以及在區域情勢變遷下的政策演進路徑，期望能對理解日本在印太地區的角色與其未來政策方向提供貢獻。

This thesis examines the development and transformation of Japan’s foreign policy toward Southeast Asia from the second Abe administration to the Kishida administration. Focusing on Free and Open Indo-Pacific (FOIP) framework, this thesis analyzes how Japan employs instruments such as Official Development Assistance (ODA), Foreign Direct Investment (FDI), and the newly introduced Official Security Assistance (OSA) to strengthen economic cooperation, maritime security partnerships, and regional order-building with Southeast Asian states.

The study compares the continuity and adjustment of Southeast Asia policy under Abe, Suga, and Kishida, and evaluates the influence of key policy documents, including the 2022 National Security Strategy. It also examines the functional divisions and coordination among major governmental actors, namely the Ministry of Foreign Affairs, the Ministry of Economy, Trade and Industry, the Ministry of Defense, and Japan Coast Guard within FOIP framework.

By offering a structured analytical perspective, this research assesses the strategic coherence, institutionalization, and policy evolution of Japan’s engagement with Southeast Asia, thereby contributing to a deeper understanding of Japan’s role and future direction in the Indo-Pacific region.
