序言
一八四二年中英鴉片戰爭，是近代西方帝國主義第一次正式侵入中國。此後將近一百年中，中國與西方帝國主義者的接觸更加頻繁，也受到前所未見的屈辱。當時中國的外交史，可說是一部西方帝國主義侵華史，研究西方帝國主義者在歐洲方面的外交活動，可以瞭解西方帝國主義者在華的種種行為；且更有助於明白中國外交史上的一些重大問題。這是本文研究的動機。
本文試從權力均衡的觀點，分析、探討第一次摩洛哥危機（一九○四年―一九○六年）的發生及其解決的方法。全文共分七章，凡十七節。
摩洛哥問題之所以會引發如此大的危機，有其特殊的背景及淵源。第一章即從經濟、人口、軍力等方面，分析德意志帝國權力的發展。此外，更探討有關權力均衡的理論。第二章敘述摩洛哥內部的狀況及早期與列強的關係。其中特別分析摩國與法國的關係。第三章則說明法國為了要取得摩洛哥，如何以「補償」的方式換取有關強權的支持。第四章觸及本次危機的核心。德國如何挑起這次危機；如何運用壓力迫使法國外長戴卡塞去職。第五章側重德國的外交攻勢，以爭取俄國及美國的支持。事與願違，德國在這方面不但未能成功，反而促成了英、法軍事專家的會商。第六章則在分析，各國於阿爾黑希拉斯會議中，勾心鬥角的情形。第七章「結論」是對本文作一總結，並提出個人的意見。
本文自開始撰寫至全稿付梓，其間遭遇到許許多多的困難。幸賴楊師逢泰指點迷津；耐娟姊及子雲姊夫在美代為搜尋絕版資料；申佩璜及李文政西兩位同學的砥礪及意見，方能一一克服。本文又承敏華姊、呂郁女小姐、張雪齡同學在整理文稿上的協助，及中柱弟之友張乃專代為繪製有關圖表，備極辛勞。本文得以順利完成，得之於他們的協助甚多，謹致以最誠敬的謝忱。
