由於科技進步，社會變遷快速，人們也逐漸注意到要以科際整合的觀念來因應資訊社會，政府部門也順應潮流所趨而開始有所變革；電子化政府乃是現代化政府應變的新型態，運用資訊與通信科技以簡化繁冗的流程，以提供民眾更便捷的優質服務為主旨。本文首先闡述面對第三波社會，吾人應有的洞見與思考，並說明主要技術的演進-電腦，從而發展出當今便捷的網際網路，瞭解其演變與革新之梗概並思索其應用之盲點與迷思；進而探究世界各主要國家政府的資訊化作法及現況，再析探我國政府電子化的推展腳步及現況方針；再以未來情境描述的方式，將讀者帶入未來世界，並進而探討政府的轉型以及社會的互動；最後，針對電子化政府理念提出反思與建議，期勾勒出新型態智慧型政府的基本雛型。

Due to the rapid changes of technology and society, people have gradually realized that we must learn an interdisciplinary concept to face the information society. The government started to innovate to adjust to meet the trend as well. Electronic government is the latest archetype in the fast-changing society. The main purpose of electronic government is to provide convenient and satisfactory services. Meanwhile, the red tape and complicated procedure in government offices can be reduced by the application of information and communication technology. In this article, we discuss how to make sustained development in the Third Wave society, explain the short history of computer and Internet, and attempt to get rid of the weaknesses and myths. The National Information Infrastructure in major countries throughout the world and the situation of electronic government innovation in Taiwan are further discussed. Furthermore, the improvement of government and the interaction of citizens are discussed as well. Finally, we provide some opposite thinking and suggestion in order to describe a new prototype of intelligent government.
