近幾年來,我們可以從種種跡象發現地球的氣候結構正在改變。氣候變遷不只影響自然生物,也會影響地球上的人們。氣候變遷導致海平面逐年上升,淹沒大部分的人口密集區域。都市的溫室氣體排放量大約占了全球排放量的75%,且都市有實際的權力從國家內部處理減排議題,有效地減少溫室氣體的排放必須從都市做起。紐約市在2007年宣布了PLANYC,這是美國第一個由都市所設計來對抗氣候變遷的完整計畫。PLANYC不只有土地使用、交通部門,還包含水資源、能源、空氣汙染、氣候變遷四個子計畫,可提供國內外各都市做為借鏡,共同為抗暖化而努力。
In these years, we may discover Earth's climate structure is changing from many sorts. Climate change not only affects natural biology, but also affects people’s life. Climatic change causes the sea level rise year by year, submerges densely population region. Cities consume over two-thirds of the world’s energy and account for more than 70 % of global CO2 emissions, and furthermore cities have the actual authority to reduce greenhouse gas emission. New York city announced PLANYC in 2007, this is the first carbon reduce plan designed by city government in America. PLANYC includes many departments, not only land use, traffic, but also water resources, air pollution, and climate change. PLANYC is a good example that our city governments can act like it to reduce global warming.
