一九九二年九月二日，美國總統布希於德州瓦司堡通用公司正式宣布，美國將對在台灣的中華民國出售一百五十架F-16型戰鬥機，總值約為四十億美元，若將相關之零組件及訓練費用一併計入，其價格將高達六十億美元。本項軍售案從政治方面而言，可說是自一九八二年以來，美國與中共簽署「八一七公報」後，美國首度大幅度提高對台軍售的質與量，是美國－台灣－中共間三角關係的一個重大轉折。

回溯一九七八年美國宣佈與我斷交後，我國即未再由美方獲致我國所要求之更先進戰機。雖然其間我國亦曾自力研發戰機與其他裝備，但終究是距理想仍遠，助益不大。以我國目前空軍所擁有之戰機而言，泰半均已老舊不堪，甚至到了除役年限，惟限於武器取得不易，仍舊持續使用，以致失事頻傳。就長期而言，亦對我國空防造成致命傷。

不過，前曾提及這筆軍售案，對於美國－台灣－中共間三角關係所可能產生之微妙變化，便自然形成令人關切之點。首先由台灣方面而言，因為該項軍購案是中華民國政府十多年來一直努力爭取的目標，台灣一方面希望積極提升本身的國防戰備力量，引進先進戰鬥機種以替換日漸老舊的F-5E和F-104戰機，以確保空防無虞；另一方面，中華民國政府多年來也一直努力希望突破中美關係受限於「八一七公報」的無形約束，而布希此次調整美國既定的對華軍售政策，自然受到台北方面的歡迎，也正由於台灣方面獲得了有形的實質利益和無形的政治利益，因此國內各界對於此事皆給予高度地正面評價。其次，從中共的角度來看待此事，此一軍售案，自是對「中」、美雙方關係投入一破壞性之變數，雖然美方為此還派遣其亞太助理國務卿克拉克（William Clark）赴北京為其政策提出辯護，最後卻無功而返，可見中共對此事之不滿與憤怒。

至於美國方面，一般咸認為布希此次調整美國既定的對華軍售政策，主要是基於其國內的政治壓力和經濟層面的考慮。就當時之情勢而言，布希總統在波灣戰爭後，其在國內的聲望就一路下滑，面對著總統大選，其聲勢始終大幅落後其競選對手柯林頓，此種頹勢若無法在短期內扭轉，其是否能再度入主白宮則尚屬未定之天。至於在經濟層面而言，布希長於外交、拙於內政，已是眾人皆知。美國經濟的衰退、內政缺乏明顯建樹，美國國內經濟陷於持續衰退及失業率的不斷攀升恐慌中。這連串地困頓，迫使布希不得不決定售予中華民國一百五十架F-16戰機，並親自在德州通用公司宣布此一訊息，希藉此謀求其最大的個人政治利益。

不過除卻前述原因外，尚應有其他層面的因素及考量，其中包括台海均勢及國際戰略的考慮在內。首先，就國際戰略的考慮而言，際此後冷戰時期的開始，代之而起的將是南北國家間的競爭，意識形態的重要性日趨降低，未來經濟的成長及現代化將成為各國發展的重心。面對此一趨勢則中共對美國的戰略價值必將較冷戰時期為低，在略去了聯中共以制蘇聯的考量後，以及美國基於本身現實層面的需要（如布希為其個人政治前途之打算），華府才會勇於調整其向來不出售精密武器予台灣的既定政策。其次，台海均勢亦為其另一因素，由於前蘇聯解體，各加盟共和國紛紛獨立之後，整個獨立國協及東歐的政、經情勢一片混亂，相關各國皆開始自謀生路。為了解除其民生工業的衰退與經濟的蕭條窘境，出售軍武就成為換取外匯及改善經濟的捷徑，再加上近年中共當局在軍事現代化地不斷提升，在由俄羅斯獲得Su-27型戰機後，又積極爭取購置航空母艦，朝遠洋海軍之發展邁進，這些改變自然對台海地區的軍事均勢構成威脅。為提升台灣的自衛能力，平衡來自中共的威脅，所以美國決定依照台灣關係法的有關規定，進一步地促成本次的軍售案。

當然中共在面對此事的發展，自是以憤怒與反對來表達其一貫之立場，中共向來認為「台灣關係法」只是美國的國內法，而中共與美方的三個聯合公報才是規範「中」、美關係的基本原則，北京堅持按照國際慣例，任何一個國家是不能以其國內法律來對抗其自身所承擔之國防義務。不過，嫻熟兩岸關係者應不難瞭解，美國對台出售F-16型戰機一事並不能扭轉整體間台海均勢，充其量僅在平衡中共軍事現代化對台灣所帶來的心理衝擊，特別是F-16A/B型並不具攻擊性，更不會對中共構成實質威脅。中共真正對此項軍售案所在意的是其可能帶來的示範效果及政治意義。就示範性效果而言，中共擔心此例一開，美國已敢不顧中共反應與「八一七公報」的有形限制，造成其他國家起而效尤，也開始對台軍售，無異使中共在過去多年壓縮台灣國防發展之努力付諸流水。至於其政治層面所擔心者，乃此次軍售是美國與台灣關係由量變到質變的一重大轉折或突破，若再不作出激烈反應，則美、台關係可能尚有進一步的提升與發展之可能。

鑑於前述各項原因之大體分析，本論文將以美國武器輸出制度與外交政策為首，就美國整體外交政策中有關軍援與軍售政策作一分析歸納，其間輔以美國武器銷售管道及其相關法規之介紹，藉以瞭解其武器銷售程序，乃至行政與立法部門間之互動下，對軍武銷售可能產生之影響；其次由歷年美華軍售之探討，追溯過去美華軍事關係之起源，及歷任政府之對華軍售政策演變，使得現今之美華軍事關係能有一更清楚之輪廓浮現與釐清；並試圖將布希政府之對華政策中，尤其是對華之軍售政策予以探討，祈能進一步地分析，何以布希政府任內會作出突破於以往對華軍售既定政策的重大改變，即本次軍售是否會成為一種慣例，或至少創下一先例，或者只是一次特殊的個案，類此問題皆為本文須進一步加以研析與瞭解之目的。
