論文提要

本論文以〞個人自由與計劃政治之間的關係〞作為研究巴柏政治思想的焦點，貫穿全文的主要問題是：

〞巴柏的政治思想主要在於個人自由與計劃政治之間的關係，作一合理而有效的安排，卽如何在不侵害個人自由的前提下，有計劃的創造社會秩序，及在不妨礙社會對問題作有效解決的情況下，使個人自由得以確保〞。

從此一主要問題，衍生下列各項次要問題，為本文各章研究的重點：

第一章之重點在說明本文研究的目的與範圍、研究的資料及研究的態度和方法。

第二章之重點指出方法論的個體論、演化知識論及批判理性論是巴柏政治思想的基礎，而其中尤以〞易誤性〞及〞理性〞兩個觀念對巴柏思想了解最為重要。

第三章重點有三：1.指出能否區分〞自然律〞與〞規範律〞的差異，不但是〞理性〞與否的判準，也是〞封閉社會〞與〞開放社會〞的分野；2.指出開放社會的最重要特徵在於其成員能對習俗和制度採取〞理性批評〞的態度；至於封閉社會的成員則為權威與習俗所約制；3.指出〞開放社會〞通常是較不穩定的，但此種不穩定乃是我們得以享有自由文明生活所必須支付的代價。

第四章重點有二：1.指出國家為必要之惡，一方面它是確保自由所必須，但它通常也是危險的工具。為了確保個人自由，國家干涉應採取〞制度的或間接的〞干涉；2.如果想確保個人自由，不應寄望有理想的統治者能為人民設想，而在於設計制度以防止壞的統治者濫權。

第五章重點有三：1.指出並無歷史演化的定律，因此政治社會可經由〞社會工程〞加以改善；2.由於我們知識及經驗有限，況且任何改革都可能發生意外的後果，因此不宜全盤改革；3.指出政治改革應採取和平及循序漸進的步驟，而且公共政策應以〞除弊〞為目標。

第六章結論除了提出筆者個人研究心得外，並說明巴柏思想的形成背景，最後並嘗試將巴柏思想做一扼要的綜合評斷。
