前言
援外作為達成外交政策目標的手段，自古即然。中共政權自成立以來，為了安全利益的確保，經濟利益的獲得，聲望的提高，勢力範圍的擴張，就積極地使用了這項「施小惠，以收買人心」的工具。
因為二十餘年來，中共外交政策的原則，不外是與社會主義國家加強團結，和平共處，和支援解放鬪爭。所以對外援助，最初也是從接鄰的北韓、北越等共產政權開始，加強共產國家的團結，執行反美反帝的外交路線；隨後為了贏得國際承認，在和平共處的偽善面目下，進行滲透顛覆，支援各地的所謂民族解放戰爭，援外就成了「代替或支持革命的工具」。尤其當中蘇共黨間衝突公開惡化之後，中共自知非美、蘇超級強國的對手，但卻為了逞意氣之勇，於是又搬出了分化、矛盾、對立統一的慣用技倆，以第三世界領導者自居，企圖「利用矛盾，爭取多數，反對少數，各個擊破」，揚言聯合中小、反對超大，執行「以世界農村包圍世界城市」的策略，援助亞洲、非洲、拉丁美洲等弱小國家，也就成了最佳運用的工具，故而若將中共外交政策的演變，和援助活動的發展相互對照來看，可知兩者之間的關係極為密切，後者常常是前者的反映和具體實踐，所以欲瞭解中共對外關係的態勢和動向，從這個角度來看，真是非常可行的途徑。
況且中共政權又是一個極端封閉的鐵幕，一切消息與資料的獲得，殊非易事。決策者甚至時常故作姿態，企圖朦蔽混淆外界視聽，政冶學上的許多研究途徑往往有英雄無用武之地的感覺，在此若從援外來透視中共的外交，就不失為一種很可嘗試的方法，因為研究者可以從援外協定的簽訂來推測中共外交的發展，自款項實際給付的情形來判斷中共外交重視的焦點。而資料的獲得，除了中共官方的統計數字外，受援國的新聞發佈尤具參考比較的價值。於是這也就涉及到了本論文所採取的研究方法。
欲瞭解每一特定事件的背景、原因、發展過程、結果和影響，歷史研究法和系統分析法是必須要使用的，可以在連串的長期演變中，分析其縱的過程，而解釋個別現象時，系統功能分析和比較法又是深入研判必備的工具。故本論文乃以這些方法為準據，配合國際政治的理論，以統計數字圖表來印證，企圖對中共援外工作，從時間上作長期的觀察，空間上作周延的探討，進而了解中共對外關係的動向。不過在撰寫期間 ，有感於各種公佈資料的不同 ，與中共援外承諾和實際給付的差異，所以統計數字上的出入在所難免，這不但不是筆者的能力所能更正，即西方著名學者，亦只得採用概略的估計和判斷。尤其在中共的援助中，物資成分居多，軍援武器價款換算不易，就更增加了上述的困難。
關於論文內容方面，全文約八萬餘字，在章節的安排上除前言外，共分為五章十四節。第一章首先對一些基本概念加以探討，說明一個國家外交政策的涵義和性質，達到政策目標時，援外這項工具的運用，援助國的意圖，和援外型式等，並對影響中共外交政策，隨之涉及援外計劃的諸因索作一闡釋。第二章先從中共援外的歷史淵源談起，以及身處在演變的國際環境中，援外的需求背景。第三章分四個區域將中共援外的承諾和實際工作加以分析，並兼論蘇聯和中共在受援國間援外的激烈鬪爭。第四章則提出數個假設評估中共對外援助的特性，使中共援外的實質無可遁形地呈現出來；同時，也對中共援外的基本困難，尤其在與蘇聯作競爭時先天不足之處，客觀地予以說明。至於結論部份，實重於未來的展望，筆者不敢說有所預測，只欲對中共援外和外交政策未來的一動向，作一探討。
