本研究藉由案例的分析，針對廈門、漳州、大連、寧波四個事件進行比較，從「中央政府─地方政府─抗爭者」三層次的視角切入，探討在 PX 項目的建設上，是何種關鍵因素會影響地方政府做出不同的決策。然而，西方社會運動研究過多關注於「社會」而忽略「國家」，同時在分析層次上存有過分宏觀或微觀的缺憾。此外，若以「國家─社會」關係出發則假定國家內部為「鐵板一塊」，皆難以生搬硬套於中國。故本研究將國家此一行動者區分為「中央」與「地方」兩個層次，再結合社會的行動者，形成三層次的分析視角。並將其發展為「民眾議價能力」、「地方政府興建意志」以及「中央立場」三項概念，透過三者的交叉運用，解釋影響事件的關鍵性因素為何。經由反覆的論證，得出中央政府之立場確實佔有關鍵性決定地位，但並不可就此忽略地方政府與民眾的影響力之結論。「中央政府─地方政府─抗爭者」三層次分析架構的提出，是對於既有研究視角不足之處的補充，以期能夠做為未來社會抗爭研究的一個研究工具選項。
