序言
「歷史是過去的政治，政治是現在的歷史。」歷史與政治若將時間的因素袪除的話便無不同。一九一二年到一九一三年的巴爾幹戰爭雖早已成為歷史的名詞，但其對世界外交史與國際關係的影響深遠，研究近代史與近代國際關係的學者當不否認。因此，本文的重點不在對巴爾幹戰爭的實際經過情形以資料累積方式做歷史性的描述，而著眼從國際關係觀點就當時歐洲列強所形成兩大敵對同盟團體-三國同盟與三國協商互以巴爾幹權力真空做為衝突的緩衝地，以及巴爾幹諸國如何在列強背後支持下從事第一次世界大戰前的一場先鋒實驗式的戰爭-巴爾幹戰爭加以研究。關於這點首要感謝恩師楊逢泰教授在傳授歐洲外交史時不斷地鼓勵從事這方面的研究觸發我個人對這方面的興趣外，同時也要感謝張師京育在國際關係理論方面的指點迷津，使本文的研究得以理論的印證探討而更具生動趣味化與超越純歷史性的解說。
本文試從權力均衡理論觀點，對巴爾幹的國際關係結構變化與衝突加以探討。全文共分八章，凡二十四節。
巴爾幹戰爭之所以發生，巴爾幹半島之被稱為「政冶火山」與「歐洲火葯庫」，自有其特殊的歷史背景與地理環境因素。第一章即從巴爾幹半島在歷史上所扮演的角色以「東方問題」名詞之出現為臨界點分前後兩段加以敘述，尋求對本文所探討的問題能一貫瞭解以免有斷章取義，無中生有之病。第二章則就巴爾幹半島的內外在地理情勢的重要性，人文因素之複雜性以及其所影響於該半島及整個歐洲國際紛爭之原由加以剖析。尤其對糾紛之果的達達尼爾與博斯普魯斯兩海峽就其地理與戰略上的重要性配合例次國際條約中爭奪此兩海峽之情形加以解說。第三章乃就巴爾幹戰爭的主要理論因素-權力均衡理論加以說明並將列強在巴爾幹戰爭中為達成均衡的各種手段：秘密同盟外交、軍備競爭、經濟擴張、歐洲協調細加指陳。第四章將鄂圖曼帝國的積弱不振與巴爾幹諸國風起雲湧的民族運動，造成巴爾幹權力真空的出現情形做一番敘述。第五章為歐洲權力關係結構的演變與同盟外交的運用造成三國同盟與三國協商對峙的局面，因而在鄂圖曼帝國內亂下形成介入巴爾幹的外患勢力加以探討。第六章便是歐洲列強勢力進入巴爾幹以填補此一權力真空，以及其在駕馭巴爾幹諸國下相互發生的主要均勢衝突問題加以分析。第七章敘述從巴爾幹戰爭結果所留給歐洲的後遺症，如何演成塞拉耶孚暗殺事件直接觸發第一次世界大戰的情形。第八章為結論，說明權力均衡因巴爾幹戰爭所造成短暫與不穩定的均衡，終於不免造成大戰爆發的實例，證明權力均衡所維持的均衡不可靠。次就巴爾幹戰爭對土耳其、歐洲及全世界國際關係的影響加以討論。更就同盟制度之不穩固，指出國際關係講求國家自身利害，常因利結合、利盡分離的事實說明國際關係之富彈性，提出個人對外交的意見。
由於本文所探討的問題屬於過去的歷史，於今稍有時間距離，且國內有關歐洲外交史上的專門論著實不多見，原手資料之來源相當困難與短缺，所幸蒙恩師楊逢泰教授百忙中提供資料、借與書籍，並逐章鉅細無遺的加以悉心指導，批閱更正，指出應改進之各點與張師宏遠不斷向國外採購有關本文的珍貴資料並在本文篇排上惠賜寶貴意見，謹致最誠敬之謝忱。此外，兩年來蒙我外交所師長，陳師治世、朱師建民、梁師嘉彬、張師彞鼎，已故杜師光塤的諄諄教誨以及張明學長、莫華妹小姐、覃瑞蓮小姐在資料收集與文稿整理方面諸多協助，衷心感謝。
