本研究旨在探討 2022 年俄烏戰爭爆發及西方陣營實施大規模經濟制裁後， 影響全球國家的情況下，仍有少數國家決定繼續或開始從俄國進口軍火的核心 動機。研究聚焦於俄國軍售體系的轉變，試圖釐清各國在面臨地緣政治風險與 國際制裁壓力下，推動其維持或展開對俄國軍火進口之決策機制。在研究方法 上，本研究彙整「斯德哥爾摩國際和平研究所」的全球軍火轉讓數據，並建構 涵蓋「政治」、「經濟」與「戰略」三大面向的變數架構。研究採用無序多分類 勝算對數模型，對相關國家的軍火進口數據及國家屬性進行實證檢定。研究結 果顯示，儘管在俄烏戰爭後全球多數國家選擇轉向西方或減少對俄國的軍購， 仍有部分國家因特殊的政體屬性與戰略需求持續甚至擴大進口。數據分析進一 步指出，「同盟夥伴關係」、「國防安全需求」以及「防範西方附加政治條件」， 是促成這些國家維持對俄國軍火交易最顯著的變數。這個事實說明了「政治因 素」與「戰略因素」是驅使少數國家打破西方制裁壓力、選擇與俄國維持或建 立軍事貿易夥伴關係的核心關鍵力量。

This study explores the core motivations of the minority of countries that decided to continue or initiate arms imports from Russia following the outbreak of the 2022 Russia-Ukraine War and the subsequent large-scale economic sanctions imposed by the Western bloc. Focusing on the transformation of the Russian arms sales system, this research aims to clarify the decision-making mechanisms driving these nations to maintain or commence Russian arms imports despite facing geopolitical risks and international sanction pressures. Methodologically, this study compiles global arms transfer data from the Stockholm International Peace Research Institute and constructs a variable framework covering three major dimensions: "political," "economic," and
"strategic." Multinomial logistic regression analysis is employed to empirically test the arms import data and state attributes of the relevant countries. The findings reveal that although most nations globally chose to pivot toward the West or reduce military purchases from Russia after the war, a select group of countries continued or even expanded their imports due to unique regime attributes and strategic needs. Data analysis further indicates that "alliance partnerships," "national defense security needs," and "avoiding Western conditionalities" are the most significant variables fostering these ongoing arms transactions with Russia. This demonstrates that "political" and "strategic" factors serve as the primary driving forces compelling these few nations to
brave Western sanction pressures and sustain or establish military trade partnerships with Russia.
