本研究以「技術民族主義」為理論基礎，探討中國自2012年以來攬才政策之制度設計、政策演變、執行困境及其國家安全意涵。研究採用內容分析法與個案研究法，分析習近平時期攬才政策的政策重點與人才需求變化。本文從中央與地方攬才政策層次切入，檢視攬才政策如何由人才引進工具，轉化為納入「科技自立自強」與國家安全的戰略機制。本研究發現，中國攬才政策隨國內產業轉型與國際環境變化而持續調整方向，政策初期著重延攬具科研突破能力的高技術人才，其後轉向能推動高端裝備研發、產業升級與供應鏈自主的高技術與應用型人才，近年則更強調具備技術整合與產業應用能力的專業人才。在技術民族主義導向下，人才被視為推動「科技自立自強」與強化國家安全的戰略資本，攬才政策呈現高門檻、高誘因與高導向的特徵。然而，政策在跨制度運作與實際執行上仍存在制度與體驗落差，並引發技術外溢、知識安全與軍民融合風險。整體而言，中國攬才政策已與國家安全與地緣政治高度連動，成為當代國際策略競爭中的重要議題之一。

This study adopts techno-nationalism as its theoretical framework to examine the institutional design, policy evolution, implementation challenges, and national security implications of China’s talent recruitment policies since 2012. Methodologically, this study employs content analysis and case study approaches to analyze policy priorities and changes in talent demand during the Xi Jinping era. Focusing on both central- and local-level talent recruitment policies, this study examines how these policies have transformed from instruments for talent attraction into strategic mechanisms embedded within China’s pursuit of technological self-reliance and national security objectives. The findings indicate that China’s talent recruitment policies have continuously adjusted in response to domestic industrial transformation and changes in the international environment. In the early stage, policies primarily emphasized attracting high-tech talent capable of achieving scientific research breakthroughs. Subsequently, the focus shifted toward high-tech and applied professionals who can promote advanced equipment development, industrial upgrading, and supply chain autonomy. In recent years, greater emphasis has been placed on professional talent with capabilities in technological integration and industrial application. Under a techno-nationalist orientation, talent is regarded as strategic capital for advancing technological self-reliance and strengthening national security, resulting in talent recruitment policies characterized by high thresholds, strong incentives, and strategic direction. Nevertheless, gaps remain between institutional arrangements, actual implementation, and lived experiences across different institutional contexts, generating risks related to technological spillovers, knowledge security, and civil–military integration. Overall, China’s talent recruitment policies have become deeply intertwined with national security and geopolitics, emerging as one of the key issues in contemporary international strategic competition.
