房價的居高不下是許多先進國家所面臨的問題,雖然經濟仍有穩定地成長,但房價的成長速度更快,使得房價所得比在長期處於上升的趨勢,這讓國民為了居住需承受更大的負擔,於此同時,所得的分配情形也有惡化的趨勢,高所得者越來越有錢,並且能夠擁有多幢房屋;然而,低所得者得背負沉重的房貸壓力,甚至連購屋的頭期款都得煩惱。現有文獻雖已探討許多可能影響房價變動之變數,然而,對於所得分配不均所造成的影響寥寥可數,這也導致相關單位在制定房市政策時,可能忽略掉這個重要的影響因素,以致降低施政的成效。
本文旨在探討所得分配不均衡對房價的影響,運用臺灣20個縣市2010年至2024年的追蹤資料,並且自行計算各縣市平均每坪中位數房價和吉尼係數之數值,以動態追蹤空間模型來進行分析,探究各變數對房價所造成的影響。實證結果顯示,吉尼係數與房價間具有顯著的正向影響,亦即所得分配的越不均衡,將推升房價至更高的水準。本研究亦檢視其他可能影響房價之變數,並依研究結果提出政策建議,期盼能有效解決臺灣高房價的議題。
Persistently high housing prices remain a common challenge across advanced economies. Although economic growth has been relatively stable, housing prices have risen more rapidly, resulting in a long-term rise in the house price-to-income ratio. Consequently, households face an increasing burden of housing costs. Meanwhile, widening income inequality has led to an asymmetric housing market: high-income groups accumulate multiple properties as a store of wealth, whereas low-income groups face substantial mortgage pressure and may even struggle to afford down payments. While the existing literature has explored various drivers of housing fluctuations, relatively few studies have examined the role of income inequality. This oversight may compromise the effectiveness of housing policies.
This study investigates the impact of income inequality on housing prices using panel data from 20 administrative divisions in Taiwan over the period 2010-2024. By constructing county-level median housing prices per ping and Gini coefficients, this study employs a spatial dynamic Generalized Method of Moments (GMM) model to analyze the effects of various factors on housing prices. The empirical results reveal a significantly positive relationship between the Gini coefficient and housing prices, suggesting that greater income inequality contributes to rising housing prices. Based on these findings, this study proposes policy recommendations to address the challenge of high housing prices in Taiwan.
