行政權力的擴張乃是二十世紀政治現象的顯著特徵，蓋因隨著時代的推移，政府已由「守夜警察」變為「保育專家」，國家也由「法治國家」進為「福利國家」。是以本著嚴峻的、機械式的「政治—行政二分法」框架，去描述官僚制度的權力行為，確有見樹不見林之憾，因此，本篇論文是就政治的角度去說明官僚制度的政策形成角色。
然在美國，由於官僚制度挾持的政治色彩，遠較歐洲大陸各國與英國的行政官僚為濃，因之，我人更將探討的焦點擺在美國官僚制度於政策形成過程中爭取政治支持的面向上，期望能對行政機關在政策合法化階段上所使用的種種戰略、戰術，獲得更為深入的瞭解；同時，也期許自己能對行政機關爭取政治支持的代價，作一謹慎的評估。唯在撰寫過程上，每每感於官僚制度指涉範圍的廣泛，實在不易掌握，因此，本文探討的領域，僅侷限在聯邦政府中的機關組織，而不去探討州政府或地方政府的行政單位，以免過於籠統龐雜、零散瑣碎。
全文共分六章，約十一萬言，玆將各章的要點，說明於下：
第一章緒論：首先是就本篇論文中所提及的幾個特殊名詞加予界定，其中包括官僚制度、公共政策、政策形成與政治支持。然後再就官僚制度的權力意涵予以申述，進而勾繪出官僚制度的政策形成角色。
第二章爭取政治支持的環境背景：在美國，官僚制度富有它政治色彩的一面，是由生態環境漸次孕育而長成的；不過生態環境的變項難以計數，吾人僅列舉犖犖大者，它們計有：三權分立與制衡、政黨領導的式微、人民參與的意願與官僚的民主色彩。另外和益團體的活躍，實是研究美國壓力政治的重要課題，亦為本文探討的主要變項，因為第三、四章先後詳加描述，於是在這章裡如再提及，恐有重覆之虞，因此，本章不加探討。
第三章爭取政治支持的主要對象：大致說來，行政機關爭取政治支持的主要對象，不外是社會大衆、大衆傳播、利益團體、總統與國會部門。因此本章裡分別地敍述彼等的政策投入角色。再指出各自的政治支持的作用。唯在各種互動關係中，「三角聯盟」的形成，實為美國政治體系的顯著特徵，它在政策形成過程上扮演關鍵性的功能。職是之故，吾人將探討的焦點逐漸地轉移到此類「次級體系」之上，以明其底蘊、窺其特質。
第四章爭取政治支持的戰略運用：擬對行政機關在政策形成過程中爭取政治支持所施用的戰略與技巧，網羅殆盡，誠非易事。因之，本章中試圖建構「誘導—施壓型模」去槪括種種戰勵的使用。這是筆者大膽的嘗試，其中思慮不周延、結構不嚴謹之處，必定層出不窮。唯為了使得此一建構類型更能切合經驗意涵，吾人勉力蒐集若干案例，從中引證，藉以聊慰內心的惶恐與不安。
第五章爭取政治支持的代價：首先，我人引用了若干學者的論點去說明行政機關被服務對象的利益所籠罩的現象。繼而，闡釋行政機關如何迥避過分的「顧客」壓力，以免淪為「被俘虜的組織」；再者，探討爭取政治支持帶給政策決定的影響，以及政策改革之道；最後，吾人由公共利益是種「社會秘思」之論，強調行政人員的積極角色。
第六章結論：在分析之餘，吾人以為有以下數點值得思索再三：第一、三角聯盟體系的正、負功能；第二、自由主義是否終結；以及第三，行政人員未來角色的問題。
「事非經過不知難」，這篇論文的完成，確實歷盡千辛萬苦，一則由於公共政策乃是晚近興起的學科，國內學者的研究文稿，並不多見，因此每對槪念、名詞的商榷，往往斟酌再三、多方請教師長，而後始得確立。二則由於中美兩地煙隔千里，筆者無法親赴體驗、實際探討，只作圖書資料的整理研究，為了彌補種種缺陷，只好力求資料的新穎，是以投注不少心血於期刊、書籍的閱讀、鑽研上。唯筆者初次從事如此長篇論文寫作
，衡量學識、智慧與閱歷皆感力不從心，雖勉力撰成此文，但遺漏疏忽之處必定很多，
