本論文研究目的有以下兩點：
1.分析世衛的結構、程序及人事——台灣加入世衛的訴求在國內已達到一定程度的迴響。2003年美國國務院研究辦公室公布的一份民調顯示，65%的台灣選民支持就台灣是否加入世衛進行公民投票。 姑且不論民眾對世衛的了解程度，這份民調至少顯示民眾對此一問題已有本身的看法而不會全然無知，並且多對加入世衛持肯定態度。自1997年我國倡導加入世衛以來，國內中文期刊論文與世衛相關者呈現大幅成長。在「中華民國期刊論文索引系統」依篇名、關鍵詞及作者三項來搜尋得到的七十筆的論文中，1997年後發表的就占五十四篇 。然而，國內專門論述世衛起源、成立及組織架構的中文專書著作卻屈指可數。國立陽明大學一份與世衛相關的碩士論文，內容探討我國與世衛關係的演變，其中有關世衛本身的部份主要集中在第四章內，對於世衛本身的整體論述極為精簡。 筆者才疏學淺，僅試圖藉此對世衛的研究達到拋磚引玉的效果，也讓對世衛有興趣者能夠對其有更進一步的了解。
2.了解世衛的功能及戰略——說明世衛過去的規劃(programme)、戰略(strategy)，指出世衛的貢獻，並運用世衛對抗愛滋病(acquired immunodeficiency syndrome, AIDS)、SARS等國人所熟悉的國際疫情為例，檢視及了解世衛如何發揮功能以達到成立目標，並指出其面對的阻礙和未來的發展。
