區域組織被稱為是「民族國家與尚未成為天下一家的世界之間的中途站」(A HALFWAY HOUSE BETWEEN THE NATION? STATE AND A WORLD NOT READY TO BECOME ONE) 或者是邁向「國際合作的下一大步」(THE NEXT BIG STEP FORWARD IN IHTERNATONAL CORPERATION)這說明了它在國際政治上的重要地位。在眾多的區域組織中，美洲國家組織有其悠久的歷史及顯著的成效，是典型的區域組織。本論文即在研究美洲國家組織與聯合國，兩個國際組織彼此間的關係。除導論及結論以外，全文分五章。
導論部份說明本論文的研究目的及其範圍與研究方法。
第一章討論區域主義和世界主義理論上的爭論，分二節：(1)區域組織的定義，(2)主張區域主義和世界主義學者所持用的理由。
第二章討論聯合國憲章有關區域組織的規定，第一節說明制定聯合國憲章的舊金山會議以前區域主義和世界主義的力量，及其對聯合國憲章有關區域辦法規定的影響，第二節則逐條討論聯合國憲章有關區域辦法的規定。
第三章討論美洲國家組織的誕生及其性質。第一節說明美洲國家組織團結的主要因素，第二節說明巴拿馬會議的誕生，第三節敘述第一次美洲國家國際會議及其後的幾次會議，第四節敘述美洲國家組織的成立及其性質。
第四章討論美洲國家組織與聯合國在爭端和平解決上所發生的衝突及相互間的關係，以下列三個實例作為說明：(1)一九五四年瓜地馬拉問題，(2)古巴控訴美國案，(3)一九六一年古巴再控美國案。
第五章討論美洲國家組織與聯合國在採取執行行動時所發生的衝突，分四節以實際案例加以說明：(1)多明尼加共和國對委內瑞拉行為案，(2)美洲國家組織排除古巴案；(3)古巴飛彈危機案；(4)多明尼加共和國情勢案。
最後就上述的理論、法律及實例的研析結果，提出總結作為結束。
本論文在寫作期間承蒙 朱建民老師悉心指導大綱的擬定與寫作的方法，並提供許多寶貴的資料，稿成之後又承詳加修正，致使本論文得以順利完成，謹此致謝。
