本文共分六章、十七節，計約十萬餘字，各章之要旨如次：
第一章：緒論 首在說明委員會的基本涵義，指出其一般特性和基本假定；次對委員會的各種類型作一闡述，藉供後列各章之參考攷。
第二章：委員會的傳統與背景 旨在對委員會之傳統及其發展背景作一概述，以明其來龍去脈。
第三章：委員會的功能 首言委員會的功能，次言委員會的反功能，復次，委員會功能的整合。
第四章：委員會的運用 本章旨在析論委員會實際運用上所應攷慮諸因素：(一)團體的大小；(二)隱形的角色；(三)委員的特性；(四)主席的角色；(五)運用的時機與原則；(六)混合制的配備方法，最後並舉一個例說明之。
第五章：我國行政機關中委員會的檢討與建議 本章分就：(一)名實不符；(二)過多過濫；(三)溝通困難；(四)恩惠任用；(五)議而不決諸端，檢討我國行政機關中委員會的缺點，進而提出嘗試性建議。章末以總統府行政改革委員會作一個案分析。
第六章：委員會的未來 對行政機關中委員會的未來發展方向提出粗淺的看法，並指出「組織人」在激烈的環境變遷下，觀念上應何去何從的問題。
