美國是否過份的介入國際政治？昨日設計的外交政策，是否已無法維護今日的美國國家利益？美國是否可以不再依賴全球同盟體系，而僅憑本身力量維護國家安全？三十年來，國際政治環境和敵對力量的性質是否都已經政變？這些問題的答案，直接關係美國未來外交政策的基本方向，也不可避免的影響到所有同盟國家的未來命運。
越戰的挫敗，耗損了美國人民的信心，也動搖了美國外交政策的基礎。美國對其在世界上擔任的角色，從未如此徬徨迷惑。在許多可能的方向中，新孤立主義者從現實利害的角度，檢討了美國外交政策的錯誤，並且指出了未來應走的方向。本論文的緒論，提出這項問題之後，計劃從美國最重大的國家利益，也就是國家安全的立場，來探討新孤立主義。
第二章從背景與原因，基本假設與理論著手，說明什麼是新孤立主義，並與擁有百餘年歷史的傳統孤立主義作比較研究。
第三章除了探討什麼是合理的國家安全之外，主要是研究二次世界大戰後至越戰期間，美國國家安全結構的憑藉與觀念，也就是圍堵政策與權力平衡體系。可是在實施上，美國無異成為世界警察，國家安全觀念與維持世界秩序的意義日趨一致，這也正是新孤立主義所竭力反對者。
第四章分析新孤立主義對國家安全的看法，其所提出的國家安全理論是什麼？美國若不再派兵協助盟國，是否會影響美國本土安全？如果不會影響，美國究竟憑藉什麼力量維護本土安全？
第五章從廣泛國家安全，也就是避免出現一個被圍困的美國，分析新孤立主義的觀點。依據新孤立主義的理論，美國從海外撒兵，放棄同盟體系，並不會形成一個排斥美國的敵對世界。
第六章從新孤立主義的理論逐一加以檢討，說明新孤立主義帶給美國的究竟是一個可怕的陷阱，或是一個合理的希望？
結論肯定新孤立主義的潛伏性危險，不啻以明日更大的戰爭，換取今日短暫的和平。因為新孤立主義將美國國家安全建立在錯誤的假設與敵人的善意之上，完全違反了現實的要求。在結論裡，筆者尚檢討當前美國所實施的外交政策，指出其所受到新孤立思想的影響，雖然在程度上稍微緩和保守，但仍然未能擺脫越戰帶來的不利影響，和解政策也是脫離現實的作法。惟有堅持過去所實施的圍堵政策，而在作法和手段上謀求改進，戰略上檢討對策，雖然這是一條最為艱苦的途徑，但也是最為安全的途徑。
