論文提要

南亞是一個「被忽略」的地區，國內對此一區域作一完整性或全面性的研究不多，特別是對美蘇中共三個外來勢力同時介入南亞的研究尤少。基於此因，遂決定就南亞地區的國際權力衝突予以探討。

作此一區域研究，有二大目標：第一是從外評估美蘇中共介入南亞的戰略利益考慮，以及探討它們在南亞權力衝突的核心。第二為從內探討南亞地區國家，主要是印度、巴基斯坦及孟加拉三國，對於安全必要條件的看法，以及它們如何挾持或運用美蘇中共在南亞或亞洲其他地區的權力衝突，以求自利自保。

本論文分六章，共計十三節，三十一項，約十四萬言，首以史實的敍述，次以政策性分析，最後再歸納出原則與取向。基本上，是從二個研究途徑（approach）看手，一為巨視研究途徑（Macroapproach）卽從美蘇中共三角關係的主要體系上，探討其權力衝突與政策演變。二為微視研究（Microapproach），卽從南亞地區次要體系探討彼此的衝突焦點。

第一章導論，首在敍述開發中國家的內在衝突與外在強權競爭的互動關係。

第二章南亞內在權力衝突的根源。以歷史分析，敍述自從英國在南亞殖民統治以來，迄印巴分治之後，造成兩國敵對競爭之淵源，其中有四個主要因素，一：英國政策的結果，造成印巴分治的局面。此為一般史學家或政治學者評擊英國採取「分而治之」的政策結局，造成印巴衝突的歷史遠因。二：克什米爾的爭執問題，這是印巴雙方基於自己戰略性與政治性利益目的，而各執一端，使獨立迄今，已暴發三次武裝衝突，這是南亞不穩定的最主要因素。三：區域霸權的競爭，此純粹是心理因索，不易克服；巴國不承認印度在南亞的霸權，印度不承認巴國與印度之權力對等。四：東西冷戰昇起，外來勢力因此介入，使區域衝突賦予世界性意義，終其因，乃是美蘇中共在第三世界勢力競爭的結果。

第三章美蘇中共在南亞之戰略利益與其政策，主要分析美蘇中共三大國在南亞競相拉攏印、巴、孟三國，或利用經濟與軍事援助，或藉同盟關係，達到其戰略性利益，結果使印巴關係正常化更加緩慢。南亞皆非美蘇中共戰咯優先考慮之地區，特別對美國而言，因此使得南亞國家對大國政策頗為不滿，它們經常轉變外交政策，意圖從美蘇中共三大國權力衝突之間同時獲取利益。

第四章印、巴、孟對外政策選擇與其政治前途。一國的外交政策均在追求「國家利益」，開發中國家的外交政策有幾項特徵，最主要的是由於其政治極不穩定，且外交政策經常隨其政治領導者的喜好、偏向予以決定，甚至為帶些情緒性或主觀意識甚濃的政治哲學觀所影響，這是大國在戰後所遭遇的一個新鮮的外交挑戰。印度標榜不結盟政策，事實上，就其在國際上所表現的行為而言，不結盟政策早就蕩然無存。巴國也基於安全利益計，曾幾度重新修定其外交政策取向，最後投向中共。孟加拉因經濟極為貧窮，儘管醫再標榜著「中立不結盟政策」實際上，大國對它的各種援助便能左右其外交政策。

第五章美蘇中共在印度洋的權力競爭。當前美蘇在印度洋海軍勢力競爭日益昇高，美國因基於中東、南亞或東部非洲情勢不穩，特別是對波斯灣尤為敏感，追使美國不得不加強印度洋的戰略實力；蘇聯則為實行其政治擴張目的，至目前為止，印度洋對蘇聯而言，政治性意義大於軍事性。中共因海軍力量極為脆弱，稱不上為印度洋「強權」，中共目前在印度洋的努力僅能透過經濟及軍事援助手段，而在印度洋沿岸樹立一些據點而已，其勢力甚為微小，無法與美蘇競爭。事實上，印度洋沿岸各國均厭恨外來勢力的介入，因此它們高倡「印度洋和平區運動」，它們害怕大國在印度洋擴張軍事力量的結果，使得所有沿岸國成為大國權力競爭下的犧牲品，況且印度洋沿岸幾個較大國家，如印度、伊拉克、伊朗等，均有雄視印度洋區域的野心，然而印度洋沿岸國家無一國擁有強大的海軍能力，其安全仍需仰賴大國給予保護，因此，短期之中，幾乎無法擺脫大國勢力出現在印度洋的事實，此意味著「印度洋和平區」的理想前途堪憂。

第六章結論，南亞地區國家經濟開發甚為緩慢，極需外來援助，也唯有捐棄舊嫌，對內先求和解，對外與大國建立正常關係，方有助於南亞區域的和平與穩定。
