  • 近年來,氣候變遷、極端氣候事件及基礎設施老化,使各國水資源治理面臨更嚴峻挑戰。自來水供應系統屬國家重要公共基礎建設,其治理品質不僅影響供水安全與公共衛生,更攸關公共資源配置效率與政府公信力,然公共工程採購、工程履約管理、資訊揭露及監督機制等環節,仍可能因制度設計不周或廉政治理不足而產生治理風險,進一步影響供水品質與公共利益。因此,本研究以我國自來水供應體系為研究對象,探討廉政治理對供水品質之影響,並結合國際治理經驗,提出我國制度精進方向。
    本研究採質性研究方法,以文獻分析、制度分析、半結構式深度訪談及國際比較分析為主要研究方法。首先蒐集國內外有關水資源治理、廉政治理、公共工程採購及供水治理等相關文獻,建立研究分析架構;其次,訪談公部門、政風體系、工程實務及學術領域等專家,並運用 NVivo 進行資料編碼與主題分析;最後,將我國研究發現與國際治理經驗進行比較,以檢視制度差異及可借鏡之處。
    研究結果顯示,公用事業工程具有高額預算、專業技術及跨機關協調等特性,使公共工程採購與履約管理成為廉政風險最易發生之階段。廉政治理不僅具有防制貪瀆之功能,更與組織治理效能、供水品質及公共信任密切相關。研究亦發現,制度設計、行政運作、專業能力、資訊透明及跨機關協作等因素,均會影響廉政治理成效。透過與國際經驗比較可知,資訊公開、數位治理、第三方監督、公民參與及制度化問責,已成為提升供水治理透明度與降低治理風險的重要發展趨勢。綜合研究結果,本研究建議我國應強化公共工程採購與履約管理機制,提升資訊公開程度,建立第三方監督與公民參與制度,並結合智慧監測技術與數位治理機制,以建構兼具透明、問責及風險預防之廉政治理體系,提升自來水供應品質、治理效能及民眾對公共治理之信任,作為未來我國水資源治理及相關公共事業制度改革之參考。


    Climate change, extreme weather events, and aging infrastructure have increased the challenges of water resource governance worldwide. As a critical public utility, the quality of tap water supply depends not only on engineering and operational management but also on effective integrity governance. Weaknesses in procurement, project management, information disclosure, and oversight may create governance risks that undermine water supply quality and public trust. This study examines the impact of integrity governance on Taiwan's tap water supply and explores how international experiences can contribute to institutional improvement.
    This study employs a qualitative research approach, including literature review, institutional analysis, semi-structured interviews, and international comparative analysis. Interview data collected from experts in government, engineering, anti-corruption agencies, and academia were analyzed using NVivo to identify major themes and governance issues. The findings were then compared with international practices to evaluate their applicability to Taiwan.
    The results indicate that governance risks are most likely to occur during public procurement and project implementation because of large budgets, technical complexity, and cross-agency coordination. Integrity governance plays an essential role not only in preventing corruption but also in improving organizational performance, water supply quality, and public confidence. The study further finds that institutional design, transparency, professional capacity, and interagency collaboration are key factors affecting governance effectiveness. International experience demonstrates that information transparency, digital governance, third-party oversight, citizen participation, and accountability are effective approaches to reducing governance risks.
    Based on these findings, this study recommends strengthening procurement and contract management, improving information disclosure, enhancing independent oversight and public participation, and integrating digital technologies into governance practices. These measures will help establish a more transparent, accountable, and resilient governance system for Taiwan's water supply sector.
